02/13/1984 - Regular - MinutesAWA Port Orchard, Washington February 13, 1984 Council of the City of Port Orchard, Washington called to order by Mayor L. Weatherill. Council members present: C'lauson, Childress, Wilson, Geiger, Miller, Grosso and Grable. Also present: Attorney Haberly, Temporary Police Sergeant Loflin, Engineer Curles and Fire Chief Snow. Councilman Geiger led the Council and audience in the Pledge of Allegiance. On motion by Councilman Grosso, seconded and carried, Council approved the minutes of the January 23, 1984 meeting.as circulated with the following correction: Page 2, paragraph 2 should read - Mayor Weatherill reported he will contact appropriate persons for meeting to discuss items which should be addressed with non -union personnel employment contracts. Councilman Grosso requested City Engineer and library personnel itemize remodeling required to convert old post office building (87 Sidney) for use as a library facility. Irene Henniger of Kitsap County Regional Library Office outlined needs in regard to furnishings, lighting, and space necessary to increase library material as desired. Engineer Curles submitted renovations needed in priorty order. On motion by Councilman Geiger, seconded and carried, Council moved to authorize $4,000 for purchase of.library furniture and the completion of City Engineer's Priority List #1 as follows: 1. Insulate interior walls 2. Install and insulate drop ceiling 3. Relocate electrical outlets 4. Remodel restrooms for handicap 5. Install carpet 6. Paint interior At this time, 8:00 P.M. the Clerk opened and read aloud bids received in response to call for bids for Sale of cut firewood as follows (each bid accompanied by required bid bond): 1. Mildred Griffin, 2250 Flower Ave $260.00 2. D. L. Loflin 126.50 3. 0. E.'.Machacek 110.00 4. Mike Armstrong 201.90 On motion by Councilman Wilson, seconded and carried, Council accepted bids as received and awarded the bid to Mildred Griffin in the amount of $260.00. Councilman Wilson moved to approve Resolution No. 1343 authorizing the Mayor to sign State of Washington Department of Natural Resources Harbor Area Lease No. 2592 for the purpose of building and maintaining a Wastewater Treatment Facility Outfall and providing for payment of lease fee. Seconded. Councilman Grosso moved to instruct City Attorney to examine proposed Harbor Area Lease No. 2592 and renegotiate lease in best interest of City and then authorize the Mayor's signature, 7seconded and carried. Original motion as amended carried. On motion by Councilman Grosso, seconded and carried, Council approved revised site plan as presented by Ron Olson for'Fox Run Apartments located at corner of Sidney and Lippert Avenue. Rezone for this property from Residential High to Multiple Family 20 was approved at April 11, 1983 City Council meeting . February 13, 1984 Page 2. On motion by Councilman Grosso, seconded -and carried,'Council approved Resolution No. 1344 authorizing the Mayor to sign Agreement between Has Bros. Construction, Inc. and City of'.Port Orchard relative to acceptance of Schedule B-Force Main Wastewater Treatment Facility Improvements Project. Clerk read Proclamation signed by Mayor`Weatherill'proclaiming the week of April 9-15, 1984 as Clean City Week and directed the City Engineer and Fire Chief to organize "City Cleanup activities. Howard Minor requested Council re-evaluate City's present policy of charging $750.00 per unit for water and sewer connections. Also Mr. Minor requested Council investigate potential benefits of combining City Police Department and Kitsap County Sheriff's Department. Doug Morgan, 109 Echo Court requested Council advice on matter of former property owner and real estate personnel not fully informing him of U.L.I.D. #1 assessment before purchasing property. City Attorney advised Mr. Morgan to seek private counsel as this is a civil matter. Betty Veich, 2184 Sidney informed Council of moto-cross (motorcycle) track being used in a residential area creating noise problems. After much discussion as to City Ordinances relative to noise levels and equipment required to measure and enforce these ordinances, Councilman Wilson moved to authorize Police Chief to contact Department of Ecology and procur "noise meter" from state to measure noise levels in Ms. Veich's neighborhood. Seconded and carried. Michael McCormick, Community Block Grant Coordinator. updated Council on status of program and preparation of contracts to avail Block Grant Funds to HUD Section 8 housing and local nursing homes for payment of ULID#1 assessments. On motion by Councilman Grosso, seconded and carried, Council authorized Mayor to execute agreements/contracts required to utilize Community Development Block Grant Funds for HUD Section 8 housing and two nursing homes to assist in payment of ULID#1 assessments. Mayor Weatherill declared recess with meeting to reconvene at 9:20 P.M. Clerk read letter from Arthur Mikelsen voicing concern about possible disappearance of firewood which was subject of Call for Bids. Councilman Geiger moved to authorize Anion Contract Negotiating Committee to negotiate uniformed employee/dependent vision and prescription benefits at an approx. expenditure of $2,700 per year, seconded and carried, with six ayes and one no. Councilman 6Jilson voting no. Councilman Clauson moved to authorize Call for Bids on purchase of Fire Truck and 5" Fire Hose. Seconded and carried. On motion by Councilman Clauson, seconded and carried, Council moved to hold Claim Warrant payable to Kramer, Chin and Mayo, Inc. in amount of $259.32 until special council meeting on February 16,1984. On motion by Councilman Geiger, seconded and carried, Council authorized City Engineer to negotiate an agreement for temporary connection of Kitsap County Sewer District #5 outfall to Wastewater February 13, 1984 Page 3 Treatment Facility Outfall.. On motion by Councilman Geiger, seconded and carried, Council authorized retaining Mr. Bennett, an attorney, to review Bypass Construction Specifications. Councilman Geiger moved to contact AWC to obtain information pertinent to Police Dept. and Municipal Court computer software programs used by other small cities. On motion by Councilman Grable, seconded and carried, Council authorized payment of the bills in the amount of $241,127.75 (warrant no. 003105-03262) and the January payroll in the amount. of $83,866.05 (Warrant No. 102735-102838) Meeting adjourned at 10:40 P.M.
