Council of the City of Port Orchard, Washington, called to
Special Session by Mayor Leslie J. Weatherill. Council members'
present: Clauson, Wilson, Geiger, Miller, Grosso and Grable.
Also present: Engineer Curles.and City Clerk Lloyd. Councilman
Childress absent.
€,ayor Weatherill introduced Bill Mahan, Kitsap County Commissioner,
who outlined letter Kitsap County received from bypass bridge
contractor proposing to expand two-lane bridge to a four -lane
bridge with full decking at a cost of approximately $500,000 over
contract. Commissioner ilahan informed Council, Kitsap County is
reviewing it's budget for. funding resources and requested a
letter stating the City's;position on proposal.
On motion by Councilman Clauson, seconded and carried, Council
approved proposal for increasing tche Bypass bridge to a four lane
structure, subject to Finance Committee ;gutting funding package
together.
Councilman Grosso moved that in the event no other funding sources
can be found, the City consider -levying a B & 0 Tax,of 1/10th of
1% as a source of revenue to -fund City's-1/3 share `of cost"for
additional Bypass bridge lanes, seconded and carried with four
ayes and two nays. Councilman Clauson and Wilson voting nay.
Councilman hiller moved that letter be written to Kitsap County
stating City's interest intaccepting contractors offer to increase
Bypass bridge to four lanes contingent upon availability of funding
sources with understanding that City's.'cost of.additional lanes
shall not exceed 1/3�of total.-cost.'Seconded.
Councilman Wilson moved to amend motion to include' -statement that
delayed payback arrangement .the City 'has with K'i:tsap County on
Bypass construction be a part of consideration:. Seconded and
carried.
Original no-cion as amended that letter be written to Kitsao County
expressing City's interest in acceptance of contractors offer for
expansion of Bypass bridge to four lanes•contingent upon funding,
source availability. Letter is to also state City'sshare is not
to exceed 1/3 of total cost and delayed payback arrangement.be
part of consideration. Carried..
