Council of the City of Port Orchard, Washington, called to order by Mayor
Leslie J. Weatherill. Council members present: Clauson, Childress, Wilson
Geiger, Miller and Grable. Also present: Attorney McCluskev, Citv Clerk
Lloyd, Police Chief Mathews, City Engineer Curles and Fire Chief Snow.
Councilman Grosso excused.
Councilman Grable led the Council and audience in the Pledge of Allegiance.
On motion by Councilman Geiger, seconded and carried, Council approved the
minutes of the August 13, 1984 meeting and the minutes of the Special meeting
of August 20, 1984 as circulated.
On motion by Councilman Geiger, seconded and carried, Council adopted
Ordinance No. 1286 creating a fund to be known as the By-pass Reserve
Fund.
On motion by Councilman Clauson, seconded and carried, Council adopted
Ordinance No. 1287 ordering appropriation in the amount of $189,000 from
unencumbered portions of Cumulative Reserve for Street Capital Improvements
Matching Funds to be transfered to By-pass Debt Reserve Fund.
On motion by Councilman Clauson, seconded and carried, Council approved
Resolution No. 1365 authorizing a budgetary transfer within Federal Shared
Revenue to provide for renovations to Municipal Court facilities..
Jean Williams, Renee Riedel, Ken Benes and bike Williams, residents and property
owners on Perry Avenue stated their continued opposition to one-way traffic
proposal for Perry Avenue and Lawrence Street.
John Spielman, 401 Perry Avenue spoke in favor of one-way traffic proposal for
Perry Avenue and Lawrence Street,
City Engineer Curles outlined problems and constraints existing on Perry Avenue
and Lawrence Street relative to parking and traffic flow. Engineer Curles
presented two recommendations to the Council:
1. Leave Perry Avenue traffic flow as is and add more signs (.ie., narrow
road, slow, caution etc.)
2. Install barrier at intersection of Lawrence and Perry avenue making both
"dead end" streets, if non -local traffic._ is a major problem.
Fire Chief Snow and Police Chief Mathews expressed concern for public safety
and the need of addressing matter before there is property loss or serious
injury on these streets.
Councilman Clauson presented motion to install barrier at intersection of Perry
and Lawrence Street making both dead end streets. Seconded by Councilman Miler.
After discussion on motion, Councilman Grable moved to table motion until
September 10, 1984 City Council meeting. Seconded and carried.
Mayor Weatherill opened Public Hearing on request of City of Port Orchard and
the Department of Natural Resources to vacate the southern 150 feet of DeKalb
Street Waterway and declare it a public place.
Engineer Curles introduced Bob Hoyser, who explained Harbor Commission procedure
for vacating an inharbor waterway and declaring it a public place.
Engineer Curles briefed Council and audience on proposed plan to construct a
public pier on this site.
Mayor Weatherill called for public input for and/or against request to vacate
southern 150 feet of the DeKalb Street Waterway. No response for or against
request.

Councilman Clauson discussed letter from Port Of Bremerton applauding the City
of Port Orchard for continuing-'.effortsto.provide access to --the waters of
Sinclair Inlet.
Councilman Clauson moved that Council support project to construct public pier
and the request to vacate DeKalb Street:Waterway declaring it a public place,
seconded and carried.
Mayor Weatherill closed Public hearing.
On motion by Councilman Geiger, seconded and carried, Council approved the third
Secretarial Pool position be made a full-time permanent position.
On motion by Councilman Geiger, seconded and carried, Council authorized the
Mayor to sign work change order to allow construction of Bypass bridge to four
lane capacity, subject to E.D.A approval as to time sequence which would make
the project eligible for father grant, seconded and carried, with four ayes and
two nays. Councilman Wilson and Childress voting nay.
Councilman Geiger presented motion that should granting authority reject request
for additional grant funds to allow Bypass bridge to be constructed as a four
lane bridge the Mayor be allowed to sign change order using alternative financing.
Seconded and carried with four ayes and two nays. Councilman Wilson and Childress
voting nay.
Councilman Geiger moved to offer congratulations to Robert Lloyd on the fine job
he has done as City Clerk for the past 18 years and extend the City's best wishes
on his retirement effective August 31, 1984, seconded and carried unanimously.
On motion by Councilman Miller, seconded and carried, Council authorized City
Engineer Curles to proceed with water line modifications to improve water pressure
in the Sidney and Kendall Street area.
On motion by Councilman Geiger, seconded and carried, Council authorized Police
Chief to continue hiring temporary police officer until such time as Civil Service
testing is completed and vacant police officer position is filled.
On motion by Councilman Geiger, seconded and carried, Council approved payment of
the claim vouchers in amount of $672,774.16 (Warrant No. 04201-04243).
