03/01/2004 - Work Study - MinutesCITY OF PORT ORCHARD City Council CITY HALL • 216 Prospect Street, Port Orchard, WA 98366 (360) 876-4407 • FAX (360) 895-9029 Council Study Session March 1, 2004 The Port Orchard City Council was called to order at 7:30 p.m. to discuss package two of the Revisions to the Countywide Planning Policies. Present were: Councilmembers: Kim Abel, Mayor John Clauson Todd Cramer Rita Diienno Bob Geiger Carolyn Powers Ron Rider Citv Staff Rob Wenman Also Present Chris Hugo, City of Bremerton Chris Parson, CTED Mary McClure, KRCC Mayor Abel opened the meeting by stating the purpose of this study session is to discuss proposed Package 2 Revisions to the Countywide Planning Policies. Mary McClure presented a brief overview of the proposed revisions. Following is an overview of the basic changes to the Introduction section: •!• The policy will be reviewed every 5 years; •:• The County or City may propose a policy amendment to the CPP's; •!• A ratification process has been developed. Ms. McClure also discussed the following: •!• Element A -Countywide Growth Pattern, which is a new section and focuses on the vision of Kitsap County. •!• Element B -Urban Growth Areas -most changes are housekeeping, however Element B2 is a new section and represents a positive benefit for cities. At this time of the meeting, Mayor Abel asked for comments from the Council. Study Session March 1, 2004 Page 2 of 3 Councilmember Dilenno, Growth Management Chair, advised the Growth Management Committee reviewed the whole document and made the following recommendations: •!• The Countywide Planning Policies should be presented as a document that outline the policies; and •!• Separate policies from suggested ideas. The Growth Management Committee is concerned with the many references to "may", "should", or "could". Growth Management Committee believes the words "shall" or "will" are recognized as being policy. The Growth Management Committee would also like the format of the document changed, separating and defining what are policies and what are goals. The word "shall" should be considered mandates and the word "should" is considered goals for local jurisdictions. Chris Hugo commented according to Growth Management Laws the words "shall" and "should" are both mandatory and the cities are required to accomplish that task. Mary McClure advised that tomorrow at KRCC, they will be development of the CPP's are working with each jurisdiction. Planning Directors will have feed back from all the jurisdictions. discussing how the On March 18th the Chris Parson suggested that the Council needs to focus on their greatest concerns and continue to review and discuss the proposed revisions. Councilmember Clauson expressed a concern regarding affordable housing and how this document outlines what is each jurisdiction's fair share of affordable housing. Councilmember Geiger advised he does not have a concern with the format of the CPP's. Councilmember Powers expressed a concern with housing density and asked for further discussion of this issue. Mary McClure asked Council about the Fiscal Impact Analysis. Ms. McClure commented that the changes to this section take the development of fiscal impact models out of their job task. This was done to limit expenses and because it may not provide any benefit as the fiscal impact is specific to each planning event. At this time of the meeting, Mayor Abel asked each Councilmember to direct any concerns and/or suggestions concerning the revisions to Package 2 of the CPP's to Study Session March 1, 2004 Page 3 of 3 Michelle Merlino by 4:00 p.m. on Thursday, March 4, 2004.
