Council of the City of Port Orchard, Washington called to 'order by
Mayor Lee F. Caldwell. Council members present Clauson,`Childress,
Wilson, Geiger, Miller, Grosso and.Clark. Also present: Attorney'
McCluskey, Police Chief Trotter,Engineer Curles and Fire Chief Snow.
Mayor Caldwell led the Council and audience'in'the Pledge of'Allegiance.
On motion by Councilman Grosso, seconded and carried, Council approved
the minutes of the November 14, 19,83 meeting .as`circulated
Fern Lee, 537 Kendall presented petition signed by property owners in
vicinity of City park on Kendall and Tacoma.Streets requesting trees
in this park be topped or removed as needed to avoid potential
hazards. Mayor referred matter. to Parks' Committee.
On motion by Councilman Clark, seconded and carried, Council authorized
Mayor to sign EDA forms relative°to.Port Orchard Bypass Project
financing contingent upon approval of provisions'in`contract by the
Finance Committee. (Resolution No. 1340)
On motion by Councilman Clauson, seconded and carried, Council authorized
the Mayor to sign Proposed Work Change Order°No. .3..relative.to Wastewater
Treatment Facility Project -Schedule B Force'Main, in amount of Six
Hundred Eighty -Nine Dollars and no'.cents ($589 00).'(Resolution Nn.>1.341)
Councilman Grosso moved to adopted proposed Ordinance No. 1252 amending
Ordinance No. 1232 and Ordinance No. 755 Section 22 (Port Orchard
Municipal Code Chapter 2.04) setting.forth'duties ofpresiding officer.
Seconded by Councilman Miller.
Councilman Wilson moved to table motion to adopt Ordinance No. 1252
until next meeting. Seconded by Councilman Childress and approved with
four ayes and three nays.. Councilman Grosso,"Mil'ler and Geiger voting
nay.
On motion by Councilman Geiger, seconded'and carried, Council approved
Resolution No. 1326 authorizing the Mayor to sign"'Interlocal Agreement
between Kitsap County and City of Port Orchard relative to "City" and
"County" sharing distribution of Community Development Block Grant
funds and providing for Kitsap County staff support to'assist in
administering distributionof funds.
On potion by Councilman Grosso, seconded and carried, Council approved
Resolution Nd. 1327 authorizing the Mayor to.sign Agreement for
Engineering Services between the Cityof Port'Orchard'and Parametrix,
Inc. for a Comprehensive Water System Plan Revision at a cost of
$21,575.58, inclusive of application fees in the amount`.df'$2,000.00.
On motion by Councilman Wilson, seconded and carried, Council approved.
Resolution No. 1328 authorizing the Mayor to sign contract relative to
amendments to Wastewater Facilities Management Contract between the
City of Port Orchard and Kitsap County' Sewer 'District °No.: 5.'`
On motion by Councilman Grosso, seconded and carried, Council approved
Resolution No. 1329 authorizing the Mayor to'sign Proposed Work Change
Order pretaining to Schedule D-Outfall Wastewater Treatment Facilities'`
Project to provide cathodic' protection at a'cost of Six Thousand Six
Hundred Twenty-two Dollars and no.cents. ($6,622.00),
Michael McCormick, Community V ock.�Grant Consultant', informed Council
he has received letter with amending contract from the�State of Washington
authorizing use of Block Grant funds'for.Kitsap Sewer District No. 5
residents.
