Council of the City of Port Orchard, 'Washington called`to'order by
Mayor L. Jay Weatherill. Council members present: ClausQn, Childress,
°Wilson, Geiger, Miller, Grosso and Grable. Also present:: Attorney
McCluskey, Police Chief Trotter, Engineer Curles and Fire Chief Snow.
Councilman Grosso led Council and audience in the Pledge. of Allegiance.
On motion by Councilman Geiger, seconded and carried,`` Council approved
the minutes of the November 28,,1983'meeting and the minutes of the
December 5, 1983 Special Budget meeting as circulated.
Clerk read letter from South Sound Sanitation proposing renewal of
refuse collection and disposal contract for a period of;'five`years.
Don Lindgren, president of South Sound Sanitation outlined proposed
revisions and answered questions,-;
On motion by Councilman Wilson,`seconded'and carried, Council approved
contract between City of Port .Orchard and South Sound Sanitation for
refuse collection and disposal.' ?This contract is for a period of five
years terminating on June 30, �990."
Police Chief Trotter announced 'Sgt tli,chael Blacknall'will be filing
application for a medical d i..s ab i'l i ty tomorrows with'the'Xitsap County
Disability Board.
Engineer Curles reported the cost of tipping and/or removing trees
within City park by Active Club Building on Tacoma Street is approximately
$2,000.00.
On motion by Councilman Miller, 'seconded and 'carried, Council authorized
Engineer to proceed with topping and/or. removing trees as'`necessary to
eliminate hazards at City park located`on``Cline and Tacoma Streets.
Disposal of trees is to.be in best 'interest'of City
Attorney McCluskey informed Counci1:testimony'on the Haynes Case that it
is completed and the jury will receive instructions and:begin'deliberation
tomorrow. A decision is expected within the`next`few days and'he will
inform the City as soon as he hears.
Attorney McCluskey reported his findings relative to`Kniohts of.Pythias
allegation of lack of access to their cemetary resultingbythe City
vacating a portion of Maple Street. It is his finding that'the City.
followed procedures as set by law for the Vacation process. Mr. McCluskey
will submit the City`s position in writing to`Knights of Pythias attorney.
At this time City Clerk announced the bid opening ashscheduled for 8:OO P.N.
for furnishing labor and materials to construct Fire`Station No.,.3 as''per
specifications. Four bids with required bid bonds were received as
follows;
I. Janes E. Ryan Construction $22,514.44 (amendments'were not acknowledged)
2. James Robinson Company 29,643.00 (amendments were.acknowledged)
3. Janaszak Company 33,234.25 (amendments were acknowledged)
4. Ritzman Construction Co 29,551,32 (amendments were acknowledged)
Engineers Estimate 29,000.00
On motion by Councilman Wilson, seconded and carried, Council accepted
bids submitted for providing labor and materials to"construct.Fire
Station No. 3 as opened and read by the City Clerk. Council referred
bids to City Engineer and Parks/Public Buildings Committee for
consideration and.authorized themto award or`reject'bids.
.Council discussed proposal to purchase old post office''building on Sidney
Street downtown. Several citizens offered input in support of city
acquiring property and discussed with. Council potential uses for''the
building.
On motion by Councilman Grosso,seconded and carried, Council moved to
purchase property located at 87`Sidney Street '(old post office) at a
cost of $215,000.00 at 9% interest." $85,000.00.down payment with five
annual payments of $26,000.00 pl..us`$2,340.00'interest..
Councilman Wilson moved to authorize City Engineer to contact Kitsap
County Commissioners requesting the speed limit ;on SR160 from the
east city limits to Karcher be reduced'to 35 MPH An both directions.
Seconded.
Councilman Grosso moved to amend motion to include :request that upon
installation of traffic signal light speed limit be changed to 25 MPH
from east city limits to easterly;Sout Kitsap Mall,entrance (site.of
future traffic. signal light) and 35 MPH from this'location'to Karcher.
Seconded.
Original notion as amended carried unanimously. +'
On motion by Councilman Geiger seconded and carried, Council moved to
authorize Mayor to sign Earnest.Money Agreement.relative to. purchase
of property located at 87 Sidney (old post office building and property)
and further authorized $1.,000.00 earnest money accompany agreement.

On motion by Councilman Wilson, seconded 'and carried,'Council approved
Ordinance No. 125,E declaring the need for condemnation of parcels of
land in and through certain.real property `'for the purpose of constructing
the Port Orchard Bypass.
On notion by Councilman Grosso, seconded and carried,`Council moved to
change date of next regular`'Council Meeting (which falls on Legal Holiday)
to Tuesday December .27,,1983.:at; 7.30�P.M.
On notion by Councilman Geiger,' seconded and '''carried, Council authorized
expenditure to repair .Councilman'chairs'as`:required.
On motion by Councilman Grosso,`' seconded and carried, Council authorized
City Engineer to proceed with Anderson Creek. Transmission Line Pump Station
at a cost of approximately $6,000,.00.Council also requested Engineer
investigate additonal well;sites`and costs.
On motion by Councilman Geiger, seconded.'and carried, Council authorized
Mayor to sign Kramer, Chin and May, Inc. Work Change Order No. 3
Schedule B-Force Pain (Item #1) to increase Type A Backfill-:.quantity
above bid item quantity of 2500,CY.at.a cost ,of $545.90.
Engineer Curles reported United State Postal'authorities are negotiating
to fund construction of left turn lane on Bethel Avenue' upon authorization
by city officials, for the.,City.Engineer to:design said left turn lane.
Councili,ian,Geiger moved to concur and allow City Engineer time and effort
to design left turn lane on Bethel fronting new postal`fracilities with
Postal Department to fund, coast„ruction,seconded and carried.
Fire Chief Snow reported Station No. .'on Sidney is again' experiencing
an accute infestation of flies
Councilman Wilson moved to authorized Fire Chief to contact Healt Department
regarding flies and, give recommendation to. Council. for `'further action.
Seconded.
Councilman Miller moved to amend motion to authorize Fire Chief to proceed
as per Health Department instruction to eliminate 'infestation of flies.
at Fire Station No. Seconded and carried.
