Council of the City of Port Orchard, Washington called to order by
Mayor L. Weatherill. Council Members present:Clauson, Childress,
Wilson, Geiger, Miller, Grosso'and<Grable. Also present: Attorney
McCloskey, Temporary Police Sargeant,Loflin'and Fire Chief Snow,
Engineer Curles excused.
Councilwoman Miller led the Council and audience; in the PIedge`.of
Allegiance.
On motion by Councilman Clauson, seconded and 'carried, Council'
approved the minutes of the December12,..1983 Council meeting with
the following corrections;
1. Page 1, paragraph 8; change word "tipping" to'"topping"'(should
read Engineer Curles reported the cost of topping....)..
2. Page 2, paragraphs 13 and 15 should read Fire 'Station 2 not
Fire Station 3
3. Page 2, paragraph 6, line 2;"should.read Ordinance'NO.` 1256
instead of Ordinance No.. 1255.
On motion by Councilman Clauson, seconded and carried,' Council approved
the minutes of the December 19,.1983 Special'"Council" meeting as
circulated.
Clerk read letter submitted by Thomas V. Curry, representing Mr.
Robert Cobb, requesting permission to access.city water system
presently serving the Kitsap County Juvenile Detention Facility on
Old Clifton Road. Mr. Cobb is owner of 10 acres of::land approx:.
300 feet beyond the Juvenile Detention Facility. After much discussion
on matter, Council took` noi action: at.. this` time.
On motion by Councilman Grosso, seconded and carried, Council moved
to proceed with annexation of city property and Kitsap County'Juvenile
Detention facility property located on Old Clifton:Road`"presently
served by City water.
Councilman Grosso moved to approve Ordinance No. 1257'amending:the
speed limit on Bethel Avenue. Seconded by Councilman Wilson.
On motion by Councilman Wilson, seconded and carried, Council moved
to table motion to approve Ordinance No. 1257 and have City Engineer
prepare a report to council. showing actual city limit boundaries.`'
On motion by Councilman Geiger,''seconded'and carried, Council moved
to adopt Ordinance No. 1258 amending the budget for the year 1983
and ordering appropriation of funds.
Councilman Grosso moved to adopt Ordinance No. 1259 relative to
installation of mobile homes. Seconded Several questong regarding
existing Port Orchard Municipal Code",Chapter 17 (Mobile Home Parks)
and this proposed Ordinance were+.d.iscussed.
Councilman Wilson moved to.table motion to approve' Ordinance No. 1.259
for further consideration. Seconded, and carried.
On motion by Councilman Grosso, seconded and carried; Council moved
to remove from the table motion to approve [ordinance No. 1259.
Motion to approve Ordinance.No.`1259 relative`to mobile,homes.denied
with seven nays.

Councilman Clauson moved to authorize the Mayor to'sign contract
with Kitsap County for use of County'Detentign/Incarceration
Facilities at a cost of $42.00 per day per person, seconded and
carried. (Resolution.,No, 1331.)
Councilman Clauson moved to authorize the Mayor to'sign contract
with City of Bremerton for. `useof their detention/incarceration
facilities, seconded.
Councilman Geiger moved to amend motion`,to``delete words after
...not more than.thirty'...days",'.seconded,and carried.
Councilman Clauson moved to further amend motion to authorize
City Attorney to negotiate contract with City of Bremerton for
use of their detention/incarceration facilities.contingent;upon
approval of Mayor, seconded and carried.
Original motion as twice amended authorizing the Mayor to sign
contract with City of Bremerton for use of their detention./
incarceration facilities as negotiated by City Attorney with`
concurrence of Mayor..(Resolution No. 1332)
Mayor Weatherill declared a;recess with meeting to reconvene
at 9.15 P.M.
Clerk presented proposal for renewal of Municipal Court Judge
Professional Services Contract for the year:11984 as `received
from Jerry M. Dolan.
On motion by Councilman Wilson, seconded and'carried, Council
authorized renewal of municipal Court Judge Professional Service
Contract with Jerry M. Dolan for T.he year 1984 including non-
chargable educational leave as outlined `in`letter dated Dec. 27,
1983 from Jerry M. Dolan.
Councilman Clauson moved to:set January 9,'1984`as date of hearing
on the following applications, seconded and carried,
1. Application for Special Use Permit as submitted by Paragon, Inc.
requesting they be allowed to convert abandoned church located
at 817 Sidney into an office building for professional services
and non -retail businesses. Time of Hearing 8:00 P.M.
2. Application for zone Reclassification as submitted by Jack M.`
Bush, owner of record, requesting Lots 8 & 9 of his property
located on the southeast corner of Farragut and Chester be
changed from Residential Low to Multiple Family 20 zoning.
The existing five -plea structure is a non -conforming use and
could not be replaced if accidentially destroyed. Time of
Nearing 8:30 P.M.
Councilman Clauson requested Mayor Weatherill appoint special
committee to investigate city telephone system for possible upgrading.
Mayor Weatherill appointed the following Special.Committee to survey
city telephone system. Councilmen Clauson, Grable`and Wilson.
Councilman Geiger moved to approve proposed contractsettlement
with Teamsters Local No. 589 Uniformed Personnel, as presented
to Council by the Special Negotiating Committee,' seconded and carried.
Mr. Dickenson, 536 Arnold Ave complained of problems created by
people parking their vehicles and blocking mailboxes and access
to private homes. After much discussion as to city.,jurisdiction
and potential solutions to the problems being experienced by
residents on Arnold Ave, Council request Mr. Dickenson submit petition
signed by all property owners of effected area outlining problems in
writing and address their support/opposition to establishment of a
Ff no parking" area: on Arnold Avenue. _

Councilman Miller moved to adopt Rulesand Rea,ulations for Active
Club Building, 1027 Tacoma,'.as submitted by`Parks Committee. Seconded.
Councilman Geiger moved to amend Rules and Regulations for Active
Club Building to reflect the following rental fees for use of
the facilties: Room 1 $30.00; Room 2-$20.00; Room 3-$15.00 or a1l.
three rooms for $50.00, seconded and carried, with six ayes:and'one
nay. Councilman Childress voting no.'
Original motion as amended carried unanimously.
Councilman Clauson moved to remove from the table motion to approve
proposed Ordinance No. 1252,.seconded and carried.
Motion to approve Ordinance No. 1252 amending duties of presiding
office- (Vayor) as presented during November 28, 1983 Council
meeting denied with three ayes and four nays. Councilmen Grable,
Wilson, Clauson and Wilson voia,ing nay.,
Councilman Clauson moved to drop `propo`sed Re'sol uti on No.'' 1.325 '.from
agenda and no action be taken.` Seconded and carried.
Councilman Wilson moved to approveOrdinance No.`1260 adopting:a new
section under title five of the Port Orchard Municipal 'Code `relative
to regulation of vending of foodstuffs from a mobile unit_ Seconded
and denied unanimously.
On motion by Councilman Miller,, seconded and carried,' Council moved
to remove from the table motion to authorize Irene `Schaefer to locate
and operate a hot dog stand near the foot ferry contingent upon
compliance with and providing `all permits and insurance coverage(s)
as required by the City Clerk.': Seconded and carried.
Motion to authorize Irene Schaefer to locate and operate a hot dog
stand near the foot ferry as presented during`'November 14, 1983
Council meeting denied with one aye,and six nays. Councilman Clauson
voting aye.
On motion by Councilman Geiger,` seconded and carried, Council approved
payment of the bills in tie amount of_$270,082.68''(Warrant No. 02921-
02991 } .
