Council of the City of Port Orchard, Washington, called to regular session by Irlayor 'lee F. Caldwell. Council members present: Clauson, Childress, Wilson, Geiger, MIDI ler, Grosso. and Clark. Also present: Attorney McCluskey,'Police Chief Trotter, Engineer Curles. and Fire Chief Snow. Councilman Childress. led the Council and Audience'in the " Pledge of Allegiance On notion by Councilman Wilson, seconded and carried,'Ccuncil approved the minutes of the.February 14, 1983 meeting as circulated. Howard Minor address the Council and gave them his support and backing in the installation of the Wastewater Treatment Plant. fir. Minor also requested Council reexamine current Water/Sewer Hookup Fees and consider appointing private . citizens to serve on the Water -Sewer Committee in an advisory capacity. On motion by Councilman Miller, seconded and`carried, Council moved to allow 1983 Cedar Heights Science':&:Air Fair on flay 28 1983 contingent upon Cedar Heights Jr. High providing the City with required insurance coverage-` On motion by Councilman, seconded and carried, Council created a temporary six'nionth.position (40 hr.per week, minimum wage) within the PortOrchard. Municipal Court for the purpose of processing uncollected fines. On motion by Councilman Clark,'` seconded 'and, 'carried,' Council moved to credit Water/Sewer utility account of S.K.`Grocery, 690 Bethel, (Acct. #5016) in the amount of$7..89.. S.K. Grocery's payment was.appare.ntly.l©st in the mail. (Mayor Caldwell directed Fire Chief and City Attorney to draft letter of approval, commissioning James Pace as Grant Consultant relative to City's application.for a Grant to construct'a Public Safety Building. On motion by Councilman Grosso, seconded and carried, Council approved Ordinance No. 1226 amending Ordinance No. 781 Section 3 and Ordinance No. 881, Section``, .(Port Orchard tunicipal Code 5.56).a.nd increasing the maximum taxi rates. On motion by Councilman Grosso, seconded and" carried, Council approved Resolution No. 1290 declaring the City of Port Orchard's intent to initiate the formation of Utility Local. Improvement District #1 to carry out the plan for additions toand betterments and extensions of the Waterworks Utility of the.City'las specified and adopted in Ordinance No. 1220,' and to create a. uti 1 i ty`' local improvement district to assess the cost and expense of carrying out such'improvements`against the properties within the boundaries of the ULID and notifying all persons who desire to object to the.. improvements to appear and present their objections at a hearing be held on April 4 & 5, 1983. Councilman Clark moved to`approve Resolution No. 1291 authorizing the.City Treasurer to make '-interfund ,transfer.loans as needed for funding of preliminary cost'of'"ULID #1, seconded and carried. drew motion and Council an_Wilson withdrew second. On motion by Councilman Wilson, seconded and'carried,'`Council moved to commence proceedings to withdraw from the Bremerton- Kitsap County Housing Authority. On motion by Counilman miller, seconded and carried, Council approved Ordinance No. 1227. ame:nding.Ordinance No,. 1181 changing the name of Bremerton-Kitsap County Housing Authority to Kitsap County Consolidated Housing Authority. Councilman Miller moved to reduce`speed'limit from..35'-IPH to 25 MPH on Bay Street from the Westbay'light to the easterly city limits, seconded. Councilman Grosso moved to amend motion,'to include the reduction of the speed limit from .the Bethel "Y to t.he.s.outh. city limits on Bethel from 35 MPH to 25 MPH. Seconded and carried. Original motion as amended to`tset the 'speed limit,'on Bay Street from the Westbay light to the easterly city limits and from the Bethel "Y" to the south city limits, at the rate of 25 PIPH. Carried. Clarence Dahlke questioned procedure used by Police Department of not giving -a receipt when receivingnayment for parking tickets. Mayor Caldwell referred matter to Police Chief. On motion by Councilman Geiger, seconded and carried, Council approved payment of.the bills in the amount of $38,679.65-(Voucher No. 01584 - 01.629). Meeting adjourned at 9:00':P.M. ..= Clerk Mayor
