Council of the City of Port. Orchard, Washington, 'called to `regular
session by Mayor Caldwell. Council members present: Clauson
Childress, Wilson, Miller, Grosso and Clark. Geiger -excused. Also
present: Attorney McCloskey,. Act7ng Chief Blacknall,' Engineer'Curles
and Fire Chief Snow.
Mayor Caldwell led the Council and audience in the Pledge of
Allegiance.
On motion by Councilman Clark, seconded and carried, Council approved
the minutes of the August 8, 1983 meeting as circulated.
Ms. Jean Jackson, representing the Kitsap'County Disability Group,
spoke relative to acquiring additional parkingspaces`on Say Street:
and recommended those now in existence and future spaces for
disabled persons, be increased to the size 'necess.ary'`for moveability.
Chairman Wilson will contact Ms. -Jackson -to meet"with Streey/Alley;
Committee.
Clarence Dahlke reported to Council that the,.taxicabs'are parking
in front of the mailbox at the rear of Myhre `'s' Cafe and are,
obstructing traffic.
Mr. Dahlke also requested the Council `take:a`stand"and.demand that
the only language of this country,;;?sha.11 be the'' English language.
At 7:55 P.M., Mayor declared the °Counicil,woulC go into an executive
session on a.personnel matter.
Council reconvened at 8:30 P.M.
City Attorney informed the Council of. his interpretation of the
contract with Mr. Pace relative to the acquisition"of funds to construct
a Fire/Police Safety Buil.di-n,g. .After considerable discussion on the
subject, on motion by -Councilman Clark, seconded'and'carried,'Council
set the matter over until September 8, 1983,'>> for'a special meeting to
explore the entire situation.,'-and:'come to some conclusion as,to what
the Council desires and come'up wit.h'a positive course to take.
Chief Snow wil l contact Mr'.' Pace` 'as `to the: time frame of the
available monies.
Engineer reported interviewing Illahee`Associates and`RingstromV
Rengstorf, two landscape architects,.for landscaping' the entrance
into the City. On motion by�Councilman Miller, seconded and
carried, Council approved the.engineer`to negotiate'a`contract with
Illahee Associates.
A hearing is scheduled on September,12;;1983,:._for rezoning the
McGuire property on Tracy.:
Engineer advised Council that the Sewer Advi.sory'Committee met on
August 11, 1983, and set date'for ground breaking for the new
Wastewater Treatment plant at'3:Q0 P.M., August 26, 1983,`on that
site.
The engineer will interview applicants'for`°the construction manager
position this week. Councilman Clark, on'the`recommendation of the
engineer, moved to set the salary 'of`'the construction manager
position at thirty ::thousand dollars ($30, 000.00) per year. Seconded
and carried.
Engineer advised Council thathis department —is calling for proposals
from engineering firms. to.update'our five (5)"year Comprehensive Water
System Plan.
On August 29, 1983, the County will meet'on�'�the By -Pass funding.
.At that time the City Council should have some plan for assisting
the County on this. ventura.
Clerk to contact bonding company relative,to effective date of
imposition of the increased sewer rates.
