Perkins. Councilman Ciark was, absent due to 11Ine` . 'Wernet presented a non -obligatory five-year plan required by the local Emergency M-dical rerviceF Council in order for the city tc continue to be eligible for grants under the EMS program. The plan was. reviewed by the committee with general approval of its form and content. Because of the immediate deadline for submission of the plan, Wernet wasadvised to go ahead with it and see that copies of the completed plan were sent to each member of the c'ty council for information. Perkins discussed current: arrangements between the city and Fire District 7 for provid'ng advanced life support services. to city res;dents (backing up the basic life support service= provided by the city'c air' car.) Snow pointed out to the committee that one of the city'= two main fire trucks 'e a 1960 model which needsto be replaced within the next few year'= for the sake of reliability and, perhaps, to hold 'he city'F current Ftand�ng with the Survey and Rating Bureau. He estimates the cost -f the truck will be $120,000. Possible ways of financing the new truck are grant funds and a special levy. Additional goal= for the fire department to improve Its firefighting capabilities ment'oned by °.now are acquisition of 1000 lineal feet of 5-inch hose to permit long lays without unacceptable friction loss and theequipping of the city'= hydrants with quarter turn couplings (as well as mating connectors on appropriate firefighting apparatus.) Snow also reported that a visit to the city by Survey and Rating Bureau representatives is expected in the near future. MacPherson reported that the city engineer and others have been considering what to do in regard to the proposed carport in front of the police station (for which General Revenue Sharing money has been budgeted.) Two prefabricated units which would provide cover for the city's station wagon and the Cushman motor scooter utilized by the parking control officer would cost about $3,000, which is over the allocated funds.. It was suggested that the available money -be used to repair the roof on the pump house in front of the police station and to provide a cover for the Cushman. It was noted that the Cushman is much more vulnerable to weather damage than .the station wagon. The committee agreed that this, proposal sounds like a reasonable one and recnnxnends Its. adoption. MacPherson reported that Cfficer elacknall is scheduled to attend the Intuitive Shooting Course being taught by Jim Gregg in Tacoma May 1, 2 and 3. Cost of the course is included in the police department's training budget. MacPherson reported that the city's court ciOn charges will be raised to $8 (currently $4) beginning with court next week (the week of February S.) Anothar change 'n court procedure reported by MacPherson is using officers' affidavit, rather than personal appearance= in infraction contested hearings. This will require no additional paper work as. the officers' reports writting on the infraction not ces amount to `he affidavit. This will =eve on overt 'me ccstr `c. court eopearances in these non_criminat hearings. MacPherson reported further that he and snow were working on a change in the public 911-calling phone located on the outside wall of City Hall near the fire station. the city now pays about $30 per Tenth for that phone but this charge can be reduced by $2C through-eleasing a dedicated phone line for that phone. It can be made an extension of one of the regular fire department lines. It also was reported that the leased line between the two city fire stations can be eliminated to save money withnA interfering with communications between the stations. f 4
