November 8, 1982
Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Councilmembers present:
Childress, Wilson, Caldwell, Geiger, Miller and Grosso. Also
present: Attorney Riehl, Engineer Curles, Police Sergeant
Blacknall and Deputy Fire Chief Wernet. Councilman Clark, Fire
Chief Snow and Police Chief Trotter excused.
Mayor Powers led the Council and Audience in.the Pledge of Allegiance.
On motion by Councilman Caldwell, seconded and carried, Council
approved the minutes of the October.25, 1982 meeting as circulated.
Gerry Bruckhart outlined events scheduled for "An Old Fashioned
Christmas" the Port Orchard Christmas lighting and welcoming Santa
'to the City celebration. Ms. Bruckhart requested City close Bay
Street from Kitsap to Rockwell, December 3, 6 pm77 pm and close
Frederick Street from Bay north to Sidney Parkway the evening of
December 3 to provide area for reviewing stand and allow festivities.
Police Sergeant Blacknall reported on anticipated traffic problems
and projected cost of police protection involved if Council allows
closure of Bay for Christmas welcoming on December 3, 1982. Cost
for three hours would be $700.+, cost for a one }your closure
would be approximately $350.
Councilman Grosso moved to allow closure of Bay Street (Kitsap to
Rockwell) on December 3, 1982 to allow Downtown merchants to hold
"An Old Fashioned Christmas". Seconded.
Councilman Wilson moved to amend motion to allow closure for a one
hour period (6 pm - 7 pm) Seconded and carried.
Original motion as amended to allow closure of Bay Street from
Kitsap to Rockwell on December 3, 1982 from 6pm - 7pm, carried.
Gerry Bruckhart also requested Council authorization to barricade
and utilize loading zone directly infront o,f Howe Building (702 Bay)
for loading/unloading of Farmers Market merchants each Saturday.
Councilman Caldwell moved to allow use of loading zone in front of
Howe Building (702 Bay) each Saturday by Farmers Market. Seconded
and carried.
Virginia King approached Council relative to Vacation of a portion of
Guthrie Street (Flower to Port Orchard Blvd) which was approved
December 22, 1980. Ms. King reported the appraiser which she retained
appraised the property at $75.00, the City's estimate of $.07 per
square foot places value at $840.00. This is a substantial difference
in compensation and Ms. King requested Council consider a compromise.
Mayor Powers referred matter to Street/Alley Committee for recommend-
ation.
On motion by Councilman Caldwell, seconded and carried, Council moved
to allow Puget Sound Fiberglass to install a reader board sign
between Public Boat Launch concerete pillars on a temporary basis.
Councilman Grosso advised Council of lack of heat in Fire Dept. bay
and outlined potential damage to equipment in the event of freezing
weather.
Councilman Grosso moved that efforts be made to repair existing
heating system in the Fire Department bay within the next 2-3
weeks, if this system is found to be irrepairable, Engineer
Curles is authorized to install gas heat. Seconded and carried
with five ayes and one no. Councilman Geiger voting no.
Councilman Grosso reported "draft" video game ordinance has been
prepared and requested Clerk notify video game/arcade operators the
Police, Fire and Safety Committee will hold a meeting December 8
`7:30 p.m. to discuss matter and receive public input.
Ann Harvey, Executive Director of the YWCA explained A.L.I.V.E.
program which is for battered women and children and requested
financial support.
On motion by Councilman Caldwell, seconded and carried, Council
moved to set November 22, 1982 as date of Public Hearing relative
to application for zone reclassification as submitted by David
Loftus for property located on the southeast corner of Sidney and
Granat Streets. Request is to reclassify property from Residential
Low to Residential High.
Clerk presented "Claim for Damages" in the amount of $2,760.38
as submitted by Mrs. Charles A. Pattison for damages caused to
her house when sewer main was plugged and caused her basement to
flood with sewage.
On motion by Councilman Caldwell, seconded and carried, Council
moved to reject Claim for Damages submitted by Mrs. Charles A.
Pattison in the amount of $2,760.38 and refer matter to insurance
carrier.
On motion by Councilman Caldwell, seconded and carried, Council
approved Ordinance No. 1216 amending Section 15.04.010 of the
Port Orchard Municipal Code adopting the 1982 Edition of the
Uniform Building Code, Uniform Building Code Standards, Uniform
Mechanical Code, Uniform Abatement for Dangerous Buildings Code,
Uniform Administrative Code, Uniform Housing Code, Uniform
Dwelling Construction, Uniform Signs, Analysis of Revisions and
Uniform Building Security Code as adopted and published by the
International Conference of Building Officials (ICBO).
On motion by Councilman Caldwell, seconded and carried, Council
approved Ordinance No. 1217 amending Section 15.08.20 adopting
the 1982 Edition of the International Association of Plumbing
and Mechanical Officials Uniform Plumbing Code.
On motion by Councilman Grosso, seconded and carried, amending
Section 15,12.010 of the Port. Orchard Municipal Code adopting
the 1982 Edition of the Uniform Fire Code.
On motion by Councilman Geiger, seconded ad.d carried, Council
approved payment of the bills (Voucher No. 01030-01122) and
payment of the October payroll in the amount of $74,094.72
(Warrant No. 101010-101116).
