April 26, 1982
Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Council members present:
Wilson, Caldwell, Geiger, Miller, Grosso and Clark. Also present:
Attorney Riehl, Engineer Curles and Fire Chief Snow. Councilman
Childress and Provisional Police Chief MacPherson excused.
Mayor Powers led the Council and audience in the Pledge of Allegiance.
On motion by Councilman Caldwell, seconded and carried, Council
approved the minutes of the April 12, 1982 meeting as circulated.
Mayor Powers announced the appointment of Darrell Trotter to the
position of Police Chief for the City of Port Orchard. Mr. Trotter
is presently holding the position of Police Sergeant in the City of
Longview, Washington. He is expected to be on board May 15, 1982.
Engineer Curles informed Council he has received bids on the
street sweeper and the addressograph which have been declared surplus.
On motion by Councilman Clark, seconded and carried, Council accepted
the bid submitted by the Port Orchard Helpline in the amount of $25.00
plus tax for the addressograph.
On motion by Councilman Geiger, seconded and carried, Council accepted
the bid submitted by Sanco Northwest Lot, Inc. in the amount of $500.00
plus tax for the street sweeper.
Engineer Curles announced the acceptance of bid in the net amount of
$12,990.00, submitted by Ace Paving, for installation and construction
of the Van Zee Park tennis court base.
On motion by Councilman Wilson, seconded and carried, Council approved
Ordinance No. 1195 amending Ordinance No. 1159 (condition No. 5)
extending requirement to commence construction within eighteen (18)
months an additional eighteen (18) months to expire on March 23, 1984.
On motion by Councilman Grosso, seconded and carried, Council approved
Resolution No. 1264 authorizing the Mayor to sign a Mutual Aid
Agreement with the City of Bremerton relative to Fire Department
Services.
On motion by Councilman Clark, seconded and carried, Council approved
Resolution No. 1265 authorizing the Mayor to sign an agreement with
the City of Bremerton relative to the City of Bremerton supplying
water to the City of Port Orchard.
Clerk presented proposed Ordinance No: 1196 to Council for their
consideration. This proposed ordinance decreases the utility
business and occupation tax upon the business of selling or
furnishing electric light and power from eight (3) per cent to
six (6) per cent to be considered with ordinance for one-half {2)
per cent sales tax.
Clerk presented proposed Ordinance No. 1197 to the Council for their
consideration. This proposed ordinance decreases the utility
business and occupation tax upon the telephone business from eight
(8) per cent to six (6) per cent. This ordinance is to be considered
with ordinance for one-half) (2-) per cent sales tax.
On motion by Councilman Caldwell, seconded and carried, Council set
date of May 10, 1982, 8:00 P.M., as date and time of Public hearing
relative to application for zone reclassification submitted by James
Bryan, owner of property located at 1660 Pottery Avenue. .
On motion by Councilman Grosso, seconded and carried, Council approved
Ordinance No. 1198 amending Ordinance Nos. 1105, 1074, 1043, 1018,
1004, 946, 816 and 667 (Port Orchard Municipal Code 13.040.010)
relative to water rates.
Mayor Powers read portions of letter from Kitsap County Commissioner
Bill Mahan extending appreciation for the cooperation and expert
assistance of Port Orchard City Engineer Larry Curles relative to
Arnold Avenue drainage and flooding problems.
On motion by Councilman Caldwell, seconded and carried, Council
moved to share the expense of material cost to repair pipeline
to eliminate flooding problems on Arnold Avenue on a fifty/fifty
(50/50) basis with Kitsap County.
On motion by Councilman Geiger, seconded and carried, Council roved
to transfer funds from Water/Sewer Accumulative Reserve Fund to
Water/Sewer Operating Fund to reimburse expenses incurred for the
Inflow and Infiltration Study.
