Council of the City of Port Orchard, Washington called to regular`'
session by Mayor Pro-tem Caldwell. Council members present: Wilson,
Geiger, Miller, Grosso and Clark. Also present: Attorney Riehl,
Police Chief Trotter, Engineer Curles and Fire Chief Snow. Councilman
Childress absent.
Mayor Pro-tem Caldwell led the Council and audience in the Pledge of
Allegiance,
Mark Williamson, representing Dick and Lloyd Granquist and Victor
Barsay of JD Realty approached Council relative to procedures
necessary to petition for annexation of property on Bethel Road
south of the existing city limits. Mr. Barsay also had questions
involving proposed development of this property. Mayor Pro-tem
Caldwell referred matter to City Engineer.
Councilman Grosso stated he is reviewing ordinances passed by other
municipalities relative to an amusement tax on video games or machines
Proposed amusement tax ordinance will be discussed at next Police/
Fire/Safety Committee meeting to be held August 4, 1982, 7:30 P.M.,
Clerk's Office requested to contact owners: of video arcades within
the city limits and invite them to attend.
Councilman Clark moved to issue call for bids relative to construction
of water main extension across Blackjack Creek, seconded and carried.
Mayor Powers arrived, Mayor Pro-tem Caldwell stepped down from Mayor°s
position and took seat as Councilman.
On motion by Councilman Caldwell, seconded and carried, Council
approved Ordinance No. 1208 imposing an excise tax on sale of real
estate, providing for the collection thereof, limiting the use of
the proceeds therefrom, and fixing penalties for the violation
thereof. Ordinance effective August 1, 1982.
On motion by Councilman Caldwell, seconded and carried, Council
approved Resolution No. 1272 authorizing the Mayor to sign the
Coastal Zone Management Grant application relative to planning
phase of waterfront revitalization projects.,'
On motion by Councilman Caldwell, seconded and carried, Council
approved Resolution No. 1273 authorizing a:budgetary transfer
within Federal Shared Revenue ($8,000 from Federal Shared Revenue
Road and Street Maintenance.(19954230) to Federal.S.hared Revenue
Storm Drainage (19954110)).
Clerk read letter from City Engineer stating 69% of property owners
on West Avenue have petitioned the City to establish a LID to
construct a drainage culvert, concrete curb and concrete sidewalk
on the west side of that street, between South and Sidney.
On motion by Councilman Caldwell, seconded and carried, Council
moved to accept petition of property owners on Test Avenue and
proceed with formation of a LID to construct a drainage culvert,
concrete curb and concrete sidewalk on the west side of that
street, between South and Sidney.
Councilman Grosso moved that monies derived from 4 of 1% Excise
Tax on Real Estate Transactions be appropriated for the Port
Orchard Bypass Project, seconded and carried.
Mayor Powers requested input on "draft letter" he'_has prepared and
distributed to Councilmembers relative to informing the citizens of
Port Orchard of the situation pending on the secondary sewer treat-
ment plant. Council concurred on "draft letter"and Councilman
Caldwell moved to prepare and send this letter to all water/sewer
users within the city limits, seconded and carried.
