Powers, Jr. Council members present: Wilson, Childress, Caldwell, Geiger, Miller and Grosso. Councilman Clark excused. Also present: Attorney Riehl, Police Chief Trotter, Engineer Curles and Fire Chief Snow. i Mayor Powers led the Council and audience in the Pledge of Allegiance. E On motion by Councilman Caldwell, seconded and carried, Council j approved the minutes of the July 26, 1982 meeting with the following correction: Add paragraph stating "On motion by Councilman Clark, seconded and carried, Council approved the minutes of the July 12, 1982 meeting as circulated". Bobbie Soran, Executive Director of Kitsap Peninsula Housing and Transportation Authority (KPHTA) petitioned Council for waiver of water and sewer hook-up fees and in lieu of assessment fees due on property located at 1436, 1438 West and 902 Harrison Street.. Mayor . Powers referred matter to Water/Sewer Committee. Skip Olmstead reported signs along waterfront parking lot by Marina have faded and "no parking 7-8 AM" is not legible. Mr. Olmstead stated he parked in this lot between 7 & 8 and subsequently received a parking ticket. He requested the City consider expanding hours in which parking is allowed. Mayor referred matter to Street/Alley Committee. Kitsap County Commissioner Sill Mahan discussed funding proposed for j the Port Orchard By Pass. After much discussion Mr. Mahan offered to have County financial consultant prepare a funding package which would combine County and City. On motion by Councilman Grosso, seconded and carried Council moved to amend Resolution No. 1244 to require towing companies within the City to be open for business at least four (4) hours per day between 3 A.M. and 5 P.M. five days a week and that after hours release fee not be charged between the hours of 8 A.M. and 6 P.M. Monday - Friday excluding holidays. On motion by Councilman Grosso, seconded and carried, Council moved to authorize Chief Trotter to negotiate an agreement with Kitsap County relative to City contribuing a sum equal to the salary and benefits of one Step 1 Jailer position in exchange for County providing jail.. facilities to City at no charge per prisoner. This Step 1'Jailer would be an employee of Kitsap County with all labor negotiations to be handled by the County. Councilman Grosso moved to authorize'expenditure'of $125.00 to alloy! Judge Dolan to attend a Magistrate Seminar on September 19 - 22. All lodging and meal expenses would be Judge Dolan`s responsibility and City provide registration fee only.:`Motion.died for lack.of second.' Engineer Curles reported he has, in accordance with RCW 35.23.352, contacted and received estimates from electrical contractors relative to installation of tennis court lights at Van Zee Park. Engineer stated he will proceed with low estimate of $11,0.00.00 plus tax. e On motion by Councilman Geiger, seconded and, carried, Council authorized Engineer to upgrade electrical System within City. Hal l:to eliminate electrical problems. On motion by Councilman Geiger, seconded and carried, Council moved to pass resolution in support of SJR143. (Resolution No. 1275) On motion by Councilman Caldwell, seconded and carried, Council authorized changes of the telephones within the Fire Department as requested by Fire Chief Snow.. On motion by Councilman Geiger, seconded and carried, Council authorized payment of the bills (Voucher Nos. 632 -735) in. the amount of $87,773.72 and July payroll Warrant Nos 100647 - 100799 in the amount of $107,433.23. m m r� a.. c�
