01/26/1981 - Regular - MinutesPort Orchard, Washington January 26, 1981 Council of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Council members present: Dominguez, Wilson, Caldwell, Geiger, Grosso and Clark. Also present: Attorney Riehl, Engineer Kane and Police Chief Mares. Councilman Miller and Fire Chief Weatherill excused. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Miller, seconded and carried, Council approved the minutes of the January 12, 1981 meeting as circulated. Mayor Powers administered Oath of Police Officer to David W. Anderson and welcomed him aboard. Gerry Bruckart, 816 Kitsap, submitted petition signed by owners of property in the 800-900 Block of Kitsap Street requesting that parking on this portion of Kitsap Street have a time limit posted to limit all day parkers and allow residents and their guests a place to park near their homes. Mayor Powers referred petition and matter to Street/Alley Committee for consideration. Heck Heckel, representing Fathoms 0' Fun, requested use of waterfront parking lot behind Peninsula Feed for the carnival from June 24-July 6, 1981. On motion by Councilman Caldwell, seconded and carried, Council authorized Fathoms 0' Fun use of waterfront parking lot behind Peninsula Feed for the carnival to be held June 24 - July 6, 1981. Heck Heckel and other downtown merchants expressed concern over proposed traffic control signal light to be located on SR160 at the South Kitsap Mall entrance. The downtown merchants stated that placing a traffic light at this location will only create additional traffic flow problems for the City of Port Orchard. Mayor Powers set January 29, 1981, 8:00 P.M. as date of study session relative to proposed installation of traffic control signal light on SR160 at the South Kitsap Mall entrance. Clarence Dahlke reported Blue & Gold Taxi does not have cabs posted with drivers names and fare rates as required 'by the City of Port Orchard. Mayor Powers assured Mr. Dahlke the matter will be investigated. On motion by Councilman Caldwell, seconded and carried, Council approved .esolution No. 1229 approving the issuance of a Special Use Permit to Jack A. Perelli, owner of record for property located at 811 Sidney. On motion by Councilman Caldwell, seconded and carried, Council approved Resolution No. 1230 approving the issuance of a Special Use Permit to Gerald A. Matosich and Ronald D. Ness to allow a single family residence located at 420 Cline to be used as law offices. On motion by Councilman Clark, seconded and carried, Council approved Resolution No. 1231, authorizing the Mayor to sign a document titled First Amendment to Washington State Department of Transportation City/ County Agreement No. GC-5914 which eliminates in -kind services on Federal Aid Projects. On motion by Councilman Geiger, seconded and carried, Council approved Resolution No. 1232, authorizing the Mayor to sign Supplement No. 1 of Washington State Department of Transportation City/County Agreement No. GC-5914, Project No. HEW-6611 (1) calling for the installation of new signal control at the intersection of Bay and Sidney Streets. Councilman Wilson moved to approve Ordinance No. 1155, an ordinance amending the City of Port Orchard Comprehensive Plan Ordinance No. 899; by amending the Comprehensive Plan Map as petitioned by Karen Plummer for her property located at 1200 Bethel Avenue. Seconded. Councilman Geiger moved to table motion to approve Ordinance No. 1155 until February 9, 1981 Council meeting, to allow investigation into planned use of property. Seconded and carried. January 26, 1981 Page 2 Ordinance No. 1156 relative to Plummer rezone, 1200 Bethel Avenue to be held over until February 9, 1981 Council meeting. On motion by Councilman Caldwell, seconded and carried, Council approved Ordinance No. 1157 amending Ordinance No. 1152 (adopting the Washington Model Traffic Ordinance) Section 10, increasing speed limit on certain streets. r. William Evans, owner of property located between the National Guard Armory and the South Kitsap Mall, stated he would like to go on record as being opposed to the proposed traffic control signal light on SR 160 at the South Kitsap Mall entrance. Mayor Powers reminded Council of study sessions to be held in Council Chambers, 216 Prospect Street on the following dates: 1. Monday, February 2, 1981, 7:30 P.M. - (a) to discuss proposed sub -division ordinance. (b) to discuss proposed 1981 Federal Shared Revenue Fund Budget. 2.
