October 12, 1981
Council of the City of Port Orchard, Washington, called to regular
session by Mayor Paul D. Powers, Jr. Council members present:
Caldwell, Geiger, Miller, Grosso and Clark. Also present: Attorney
Riehl, Fire Chief Weatherill, Provisional Police Chief MacPherson,
Supt. of Public Works Curles and"City Treasurer Miller. Councilmen
Dominguez and Wilson excused.
Mayor Powers led the Council and audience in the Pledge of Allegiance.
On motion by Councilman Caldwell, seconded and carried, Council
approved the minutes of the September 28, 1981 meeting as circulated.
Mayor Powers opened Public Hearing relative to petitions for
Vacation of portions of West Street as submitted by Walter Sand and
Phillip and Karen Cunnington.
On motion by Councilman Caldwell, seconded and carried, Council
moved to vacate portions of West Street as petitioned by Walter Sand
and Phillip and Karen Cunnington with petitioners to pay appraised
value of property. LEGAL DESCRIPTIONS:
Walter Sand: That portion of West Street beginning on Kendall
Street north a distance of 153 ft, 10 ft wide
adjoining Lot 24, Block 11, Sweanys Addition
Cunnington: That portion of West Street beginning at Smith
Street south a distance of 153 ft, 10 ft wide
adjoining Lot 1, Block 11, Sweanys.Addition
Mayor Powers declared vacations approved and Public Hearing closed.
Kitsap County Commissioner Bill Mahan approached Council to answer
any questions Council may have relative to proposed ordinance on
City/County Housing Authority.
On motion by Councilman Geiger, seconded and carried, Council adopted
Ordinance No. 11.81 relative to City/County Housing Authority.
Pamela Greenway, 1073 SE Sedgwick Road, Director of A.L.I.V.E.
program requested Council consider a 1982 Budget appropriation in
the amount of $10,000.00 for this program. M's. Greenway is to
provide City with statistics as to number of City of Port Orchard
residents who have utilized this program.
Mayor Powers opened Public Hearing relative to amending the 1981
Federal Shared Revenue Budget in the amount of $18,000.00
On motion by Councilman Geiger, seconded and carried, Council moved
to amend the 1981 Federal Shared Revenue Budget in the amount of
$18,000.00 by transfering from: Utilities 2 loader $5,000.00;
Street 2 loader $5,000.00 and Parks Dept. pickup:$8,000.00 to
Street Department for purchase of a Street Sweeper..
Mayor Powers closed Public Hearing.
On motion by Councilman Clark, seconded and carried, Council moved
to amend the 1981 Federal Shared Revenue Budget in the amount of
$700.00 to be transferred from Fire Department (cabinets) to Fire
Department (storm drainage at Fire Station).
Mayor Powers opened Public Hearing relative to Proposed Use of
anticipated 1982 Federal Shared Revenue Funds in the approximate
amount of $125,400.00.
Mayor Powers requested anyone desiring to propose uses for 1982
Federal Shared Revenue Monies to do so at this time. The following
proposals were received:
YWCA A.L.I.V.E. Program
Alcohol Treatment
Fire Dept. equipment
Public Works: Funds to complete Van Zee Park Tennis court and
lights
Water and sewer equipment and improvements to present
systems.
Improvements and new construction to street and
sidewalks
Improvement to storm drainage facilities
Improvement or demolition of Kendall Water Tanks
Refrigerated drinking fountain downstairs City
Hall
Construct or enlarge offices for Fire Dept.
Mayor Powers declared Proposed Use Hearing for 1982 Federal Shared
Revenue Funds closed.
On motion by Councilman Miller, seconded and carried, Council
approved -the addition of the following banks for City use for
investment purposes: Puget Sound Mutual Savings Bank; Capital
Savings and Loan and Washington Federal Savings and Loan. These
banks are in addition to the currently approved banks as follows:
Kitsap County Bank (regular accouts); Tacoma Savings and Loan;
Pacific First Federal Savings and loan; Great NW Federal Savings
and Loan; Olympic Savings and Loan; United Mutual Savings Bank;
and State Mutual Savings Bank.
On motion by Councilman Geiger, seconded and carried, Council
moved to amend Ordinance No. 1180 to include intrastate tolls and
reduce the tax rate from 10% to 8%.
On motion by Councilman Caldwell, seconded and carried, Council set
October 26, 1981, 7:30 P.M. as date of Hearing relative to
Application for Zone Reclassification as submitted by East Port
Orchard Towing for property located on the southwest corner of
Maple and Kitsap Streets.
On motion by Councilman Caldwell, seconded and carried, Council
moved to reject Claim for Damages as submitted by Chris Setzer
in the amount of $80.00 and refer matter to City`s insurance
carrier.
Mayor Powers announced Public Hearing requested by Richard M. Barry
relative to impounding of his vehicle by Port Orchard Police will
be held over to October 26, 1981 meeting.
On motion by Councilman Geiger, seconded and carried, Council
approved payment of Claim Vouchers No. 8410 - 8530 in the amount
of $110, 234. 85 and the September payroll in the amount of
$72,374.35 (Warrant No. 12151 - 12258).
