November 23, 1981
Council of the City of Port Orchard, Washington, called to regular
session by Mayor Paul D. Powers, Jr. Councilmembers present:
Wilson, Caldwell, Geiger, Miller and Grosso. Councilman Clark
excused. Councilman Dominguez absent (not excused).
Mayor Powers led Council and audience in the Pledge of Allegiance.
On motion by Councilman Caldwell, seconded and carried, Council
approved the minutes of the November 9, 1981 meeting as circulated.
Mayor Powers opened the continued hearing of application for rezone
to MS-20 of Ryan Construction Company for construction of a 6-plex
condominium located at Kitsap and Harrison Streets. Mr. Leonard
Kruse, representing Ryan Construction Company, made himself available
to answer any questions of the Council. Matter of obstruction of
view of adjoining property owners was dispensed (Brucharts and Langer)
by information presented to Council by City Engineer Curles. The matter
of drainage and slippage was also discussed and resolved that these
matters will be taken into account when application for building permit
is issued. Council and Mr. Kruse discussed the design of the project
and the conflict with the zoning ordinance. On motion by Councilman
Geiger, seconded and carried, Council continued the hearing until
December 28, 1981 for Council to decide if the MS-20 Zone is to be
amended to allow the Council latitude in similar proposed designs.

S. S. Lin, P.E. representing Kramer, Chin & Mayo, Consulting Engineers,
presented to Council a report on progress of the design stage of the
proposed wastewater facilities from January 1, 1981 to date and informed
Council that this stage will be one hundred per cent complete by
December 31, 1981. Five copies of the report were presented .to Council
and three copies are to be delivered to District Five Commissioners.
On motion by Councilman Caldwell, seconded and carried, Council approved
the Mayor to sign a Professional Service Agreement with the firm of.
Kramer, Chin and Mayo in the approximate amount of One Hundred Thousand
Dollars for I & I Study.
Bids for the installation of tennis courts at the William Van Zee
Play Field were opened with the following results:

Tax 1,989.52 $38,832.52
Service Fuel Company 37,571.55

Porter Construction Company 37,525.00.
Tax 1,988.83 3.9,513.83
Engineer's estimate: $32,200.00. All bids contained bid bond of 5%
of bid. Bids referred to Engineer and Park Committee to evaluate and
determine disposition.
Councilman Geiger presented to Council a brief overlay of the Budget
Committee's actions on the proposed 1982 City Budget and the date of
November 30, 1981 at 8:00 P.M. set for complete Council discussion
and recommendations.
City Engineer informed Council that he will probably have eight CETA
people for no cost on -board this coming week.
City Engineer reported that Fredrick Street will be closed from 10:00
A.M. to 2.00 P.M. November 27, 1981, from Bay North, for the Merchants
to greet Santa Claus.
