11/09/1981 - Regular - MinutesCouncil of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Council members present: Dominguez, Wilson, Geiger, Miller and Grosso. Also present: Attorney Riehl, Provisional Police Chief MacPherson and Superintendent of Public Works Curles. Councilman Caldwell, Councilman Clark and Fire Chief Weatherill excused. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Grosso, seconded and carried, Council approved the minutes of the October 26, 1981 meeting as circulated. Sherrie Barnhart of Awareness Express introduced Terry Oostenburg who presented data describing philosophy, purpose and educational services Provided by Awareness Express, a newly formed service agency, relative to youth alcohol/drug awareness and prevention. Mayor Powers opened Public Hearing relative to application for zone reclassification as submitted by Ryan Built, Inc. for property located on the northwest corner of Kitsap Street and Harrison Avenue. The request is for reclassification from Residential High to Multiple -- Family 20 to allow the construction of a 6--plex condominium.. Acting Clerk read Planning Staff Report listing Findings, of Fact and Conditions of Approval. Mayor Powers called for public input at this time. Leonard Kruse, 720 Prospect, attorney representing Ryan Built, Inc., described new site plan, which was revised as per Planning Department Staff instructions. Proponent originally proposed three buildings, each containing two townhouse condominium units. Mr. Kruse explained Planning Department Staff informed him original site plan did not conform with Multiple -Family 20 dwelling requirement of three.uni.ts per building. Jerry Bruckart, 816 Kitsap Street, posed question as to elevations of development and expressed concern of loss of view to adjacent property owners. Mayor instructed Building Department to determine elevations and what effect this development will have can existing view. Hannah Langer, 307 Sidney, inquired as to effect this development will have on parking in area. Development will eliminate two on - street parking spaces On motion by Councilman Miller, seconded and carried, Council moved to continue Public Hearing until November 23, 1981 meeting to allow elevations to be determined and Council an opportunity to study both site plans. Mayor Powers declared public hearing continued until.November 23, 1981 meeting. Albert Mares, Jr. retired police chief thanked Council and Mayor for support and cooperation received in his years of service to the City. Mr. Mares availed himself to the City for volunteer service projects as needed. Mayor Powers expressed appreciation to Retired Police Chief Mares for his many years of dedication and service to the City of Port Orchard and wished him good health in his future. On motion by Councilman Grosso, seconded and carried, Council approved Resolution No. 1252, authorizing the issuance of a Special Use Permit to East Port Orchard Towing to allow use of property described as follows as a holding yard for impounded vehicles. Legal Description: Lots 1-15, Block 5, Tom Clines Addition to Sidney, Section 36, Township 24 North, Mange 1 East, W.M. Mayor Powers announced the Police Reserves Banquet will be held December 3, 1981 at Myhre`s. On motion by Councilman Geiger, seconded and carried, Council approved payment of (Claim Voucher Nos. 8531-.8659) in the amount of $132,474.55 and the October payroll in the amount of $68,729.18 (Warrant Nos. 12259 - 12363).
