February 23, 1981
Council of the City of Port Orchard, Washington called to regular
session by Mayor Paul D. Powers, Jr. Council members present:
Wilson, Geiger, Miller, Grosso and Clark. Also present: Attorney
Riehl and Fire Chief Weatherill. Councilman Caldwell, Dominguez
Engineer Kane and Police Chief bares excused.
Mayor Powers led the Council and audience in the Pledge of Allegiance.
On motion by Councilman Geiger, seconded and carried, Council approved
the minutes of the February 9, 1981 meeting as circulated with the
following correction: Page 2, para. 2, line 5 should read; "Federal
Shared Revenue Budget-1981 carried with 5 ayes and one no". Councilman
Geiger voting no. (Councilman Caldwell abstaining due to conflict of
interest).
Councilman Geiger, Chairman Planning Committee, reported on the meeting
relative to possible traffic problems which would be created by requested
rezone to Commercial General, of Bethel Avenue properties. Chairman Geiger
stated Kitsap County Commissioner Bill Mahan has agreed to a meeting
to discuss this potential problem. Mayor Powers directed Planning Committee
and City Engineer to meet with Commissioner Mahan on this matter.
On motion by Councilman Geiger, seconded and carried,. Council authorized
issuanceof a Temporary Use Permit to M & S Auto Body, permitting
occupancy of a recreational vehicle for a period of three months to
allow owners time to solve security problems.
Clerk read letter from Arnie and Lorraine Carraway, 1713 DeKalb Street,
thanking the City Council for detecting a need and having a street
light installed at the East end of DeKalb, in front of their home.
On motion by Councilman Grosso, seconded and carried, Council moved
that Mayor Powers proclaim March 8 - 14, 1981 "Girl Scout Week".
On motion by Councilman Grosso, seconded and carried, Council adopted
Ordinance No. 1156, an ordinance amending Ordinance No. 1143 regulating
parking on the South side of the 700 Block of DeKalb Street (Section
10.64.170 Port Orchard Municipal Code).
On motion by Councilman Clark, seconded and carried, Council approved
Ordinance No. 1158 requiring that commercial enterprises construct
frontage roads along Bethel Avenue from the South property line of
the Vista Motel on the West and the South property line of Safeway
on the East side of Bethel Avenue to the South City limits.
Councilman Clark moved to set April 13, 1981 as final date for
accepting fireworks stand applications for 1981.
Mayor Powers announced South Kitsap Chamber of Commerce is starting
a Visitor Convention Center Committee and appointed Councilman
Margaret plane Miller as City Council representative on this Committee..
Clerk submitted a copy of the City of Bremerton ordinance relative to
graduated impound fees for the Humane Society. mayor referred matter
to Animal Control Committee.
On motion by Councilman Geiger, seconded and carried, Council authorized
payment of NCR 400 maintenance service contract for 1981.
Councilman Geiger spoke relative to timeliness of payment for utility tax
paid to the City by Pacific Northwest Bell, Puget Sound Power and Light
Co. and other utility companies. Mayor directed Clerk to investigate
the matter and feasibility of requiring payment on a monthly basis.
Councilman Grosso moved to repeal Ordinance No. 1116 relative to sale
and delivery of kegs and other containers of malt beverages.
Councilman Wilson seconded motion. After much discussion on motion
Councilman Wilson withdrew second and Councilman Grosso withdrew motion.
Mayor Powers directed Councilman Grasso to contact Kitsap County
relative to County's intent on amending their "keg ordinance",to
coincide with Port Orchard and other surrounding municipalities
"keg ordinances".
On motion by Councilman Grosso, seconded and carried, Council approved
Fire department expenditure of $167.55 from Federal Shared Revenue
Budget Funds (FSR 522.50.64-Trauma Kit Box) for purchase of traction
splints. Balance of Federal Shared Revenue Fund account FSR522.50.64-
trauma kit box ($78.85) to be used for replacement of expendable items
in Fire Department first aid kits.
Fire Chief bleatherill reported he will be sending Fire Inspector Wernet
to an Arson Seminar to be held May 3 - 8, 1981 in Portland, Oregon and
Fire Marshal Snow to a Command School to be held in Yakima, Washington
April 13 - 17, 1981.
