06/22/1981 - Regular - MinutesPort Orchard, Washington June 22, 1981 Council of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Council members present: Dominguez, Wilson, Caldwell, Geiger, Miller, Grosso and Clark. Also present: Attorney Riehl, Engineer Kane, Fire Chief Weatherill and Provisional Police Chief Benton. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Caldwell, seconded and carried, Council approved the minutes of the June 8, 1981 meeting as circulated. Mayor Powers administered Oath of Police Reserve Officer to Ken McIntosh, Lee Dillon and Dave Grayson and expressed City's appreciation and gratitude for service they are volunteering. Nobi Kawasaki, representative of Fathoms 0' Fun - Fun Run requested City's permission to use City street (Mitchell from South Kitsap Mall entrance to Catholic Church) July 4, 1981 for the 3rd annual Fathoms 0' Fun - Fun Run. On motion by Councilman Grosso, seconded and carried, Council authorized running on Mitchell Street from South Kitsap Mall entrance to the Catholic Church during the 3rd annual Fathoms 0' Fun, July 4, 1981 approximately 10:00 A.M. Safety precautions are to be provided by Fathoms 0' Fun. Don Holmes representing Fathoms 0' Fun - Jet Ski Race requested a portion of Bay Street be blocked to traffic June 27, 1981 during the Jet Ski Race. This event is scheduled to be held from 12 Noon to approximately 5 P.M. On motion by Councilman Wilson seconded and carried, Council authorized one lane of Bay Street (Westbay Shopping Center to foot of Tracy Street) to be blocked during the Fathoms 0' Fun - Jet Ski Mace, June 27, 1981 from 12 Noon to approximately 5 P.M. Traffic inbound will be rerouted via Tracy Avenue and Mitchell Street, outbound traffic will use unblocked portion of Bay Street from Westbay Shopping Center to foot of Tracy Avenue. Walter Hoffman, 4657 S. E. Foss voiced complaint relative to speed limit on Bethel Avenue from Westbay intersection to Bethel "Y" Mayor Powers informed Mr. Hoffman Council will take his complaints under advisement. On motion by Councilman Grosso, seconded and carried, Council set July 13, 1981, 7:30 P.M. as date of Hearing relative to 'Petition for Vacation of a portion of West Street (153 feet between Kendall and Smith Street) as submitted by Walter Sand and Edward Hahn. William Evans, co-owner of property located at 1730 & 1750 SR 160 approached Council relative to Council action of June 8, which denied request to allow continued sewer service by Kitsap County Sewer District #5. Mayor Powers restated Council position that it will be the owners responsibility to connect with City Sewer facilities at time of commercial development. Mayor Powers declared recess with meeting to reconvene at 9:00 P.M. Councilman Caldwell, Chairman Street/Alley Committee, recommended Council deny request submitted by Jack Perelli to lease a portion of City property at the corner of Sidney and Dwight for parking. On motion by Councilman Caldwell, seconded and carried, Council denied request submitted by Jack Perelli, to lease a portion of City property located on the Northeast corner of Sidney and Dwight Street for parking. Councilman Clark moved that Fast Post O.rcharduTving anzst have holding yard and office facilities within the Port Orchard City limits by August 1, 1981 or their name will be removed from the Towing Rotation List. Seconded and carried. On motion by Councilman Caldwell, seconded and carried Council approved Resolution No. 1246 authorizing the issuance of a Special Use Permit to David and Patricia Bourbeau for a specific use of a portion (approximately 500 square feet) of a parcel of property located at 225 Sidney. On motion by Councilman Caldwell, seconded and carried, Council approved Ordinance No. 1164 amending Ordinance No. 1054 S5 and Ordinance No. 1047 S8 setting forth Penalties for Delinquent Parking Violation Citations. Clerk read Planning Commission Resolution Nos.' 004-81 and 005-81 relative to request submitted by Frank Shiers and William Kamps for Boundary Change in the Comprehensive Plan and Zone Reclassification for property located on Lots 1, 4 & 5,.Block 7, S. M. Stevens Town Plat of Sidney, according to Plat, Volume 1 of Plats, Page 1, Kitsap County. On motion by Councilman Caldwell, seconded and carried, Council set date of July 13, 1981 7:45 P.M. as Date of Nearing on request for Boundary Change in the Comprehensive Plan. and Zone Reclassification as submitted by Frank Shiers and William Kamps. Clerk read Planning Commission Resolution No. 006-81 relative to Planning Commission recommendation to City Council that application for Zone Reclassification as submitted by Leonard Hanson/Schilling Enterprises, Inc. be denied. On motion by Councilman Caldwell, seconded and carried, Council set July 13, 1981, 8:00 P.M. as date of Tearing relative to request for Zone Reclassification as submitted by Leonard Ranson/Schilling Enterprises, Inc. for property located on Lots 1, 2, 3, 4, 5 & 6, Block 1, Pottery Addition to Sidney, Volume 1, Page 68.
