June 8, 1981
Council of the City of Port Orchard, Washington, called to regular
session by Mayor Paul D. Pourers, Jr. Council members present:
Dominguez, Wilson, Caldwell, Geiger, urosso and Clark. Also present
Attorney Riehl, Engineer Kane, Fire Chief Weatherill and Provisional
Police Chief Benton. Councilman Miller excused.
Mayor Powers led the Council and audience in the Pledge of Allegiance.
On motion by Councilman Caldwell, seconded and carried, Council
approved the minutes of the May 26, 1981 meeting as circulated.
Anita Sanford presented the 1981 Little Britches Rodeo Royalty Court
to the Mayor and Council. Members of the royalty court invited the
Mayor, Council and citizens of Port Orchard to attend the 1981 Little
Britches Rodeo to be held June 26, 27 & 28, 1981.
On motion by Councilman Geiger, seconded and carried, Council moved
to authorize purchase of equipment for new police car. Funds to
come from the Current Expense -Police Department Repair and Maintenance
Budget.
On motion by Councilman Grosso, seconded and carried, Council moved
to have ordinance drafted to allow for late penalties on overtime
parking citations.
Mayor Powers opened Public Hearing relative to application for Special
Use Permit as submitted by David J. and Patricia R. Bourbeau, owners
of record, for property located at 225 Sidney Avenue. Request would
permit a shop for the retail sales of macrame, gifts and antiques in
a portion of a single-family residence at 225 Sidney.
Clerk read City of Port Orchard Planning Commission Resolution No.
002-81.
Mayor Powers called for public input at this time. No response.
Mr. David Bourbeau availed himself for any questions Council may have.
On motion by Councilman Wilson seconded and carried, Council moved to
approve application for Special Use Permit as submitted by David J.
and Patricia R. Bourbeau, owners of record of property located at
225 Sidney Avenue. Issuance of Special Use Permit would allow use
of approximately 500 sq. ft. of single-family residence for retail
sales of macrame, gifts and antiques. LEGAL DESCRIPTION: Sidney.
First Addition, Block 12, Lot 10.
Mayor Powers declared Special Use Permit application approved and
hearing closed.
Attorney Riehl presented Summary of Ordinance No. 1163, Amendments
to the City of Port Orchard Zoning Ordinance. (Ordinance No. 899)
On motion by Councilman Clark, seconded and carried, Council moved
to publish Summary of Amendments to the City of Port Orchard Zoning
Ordinance No. 899. (Ordinance No. 1163)
City Engineer, Allan Kane, thanked James Wilson for aerial photos
he produced and donated to the City.
Clerk read'letter from Wm. H. Evans, Jr., relative to property located
at .1730 & 1750 SE State Highway 160, requesting they be allowed to
continue sewer service with Kitsap County Sewer District #5.
On motion by Councilman Clark, seconded and carried, Council moved
to deny request submitted by Wm. H. Evans, Jr. to continue sewer
service with Kitsap County Sewer District #5. Council further moved
to require sewer service for property located at 1730 & 1750 State
Highway 160 be obtained through the City of Port Orchard Sewer Depart-
ment.
Clerk read letter from Jack Perelli, relative to request to lease
right-of-way property from the City for parking on the corner of
Dwight and Sidney Street. Mayor referred matter to Street/Alley
Committee for recommendation.
On motion by Councilman Caldwell, seconded and carried, Council
approved Resolution No. 1245 creating a Petty Cash Fund for the
City of Port Orchard.
On motion by Councilman Geiger, seconded and carried, Council
authorized payment of the bills, (Voucher Nos. 8006-8093) in
the amount of $39,856.47 and the May payroll (Tarrant Nos. 11682-
11786) in the amount of $67,394.05.
