October 27, 1980
Council of the City of Port Orchard, Washington, called to
regular session by Mayor Paul D. Powers, Jr. Council members
present: Dominguez, Wilson, Geiger, Miller, Grosso and Clark.
Also present: Attorney Riehl, Engineer Kane and Police Chief
Mares. Councilman Caldwell and Fire Chief Weatherill excused.
Mayor Powers led the Council and audience in the Pledge of
Allegiance.
On motion by Councilman Miller, seconded and carried, Council
approved the minutes of the October 13, 1980 meeting as cir-
culated.
Dick Asche, Bremerton-Kitsap Airporter, Inc.,announced he may
institute van -bus service in the Port Orchard area sooner than
previously announced for the Spring of 1981::
On motion by Councilman Clark, seconded and carried, Council
moved to credit water/sewer account (1-346) of William J.
Chaussee, 1248 Garrison Avenue in the amount of $13.87,
Mr. Chaussee`s meter was not read properly during the last
three billing periods.
On motion by Councilman Clark, seconded and carried, Council
approved Ordinance No. 1144, authorizing revisions to parking
time limitations on Prospect Street.
On motion by Councilman Clark, seconded and carried, Council
approved Ordinance No. 1145, amending Ordinance No. 899; by
amending the zoning map and reclassifying property located
at 303 Perry Ave. to Multiple -Family 20 zoning, William D.
Bloomquist, owner of record. LEGAL DESCRIPTION: Sec 25,
T24N, R1E, WM, Lots 11 & 12, Plat of Annapolis, Vol 1, P. 64-65.
On motion by Councilman Grosso, seconded and carried, Council
approved Ordinance No. 1146,amending the City of Port Orchard
Zoning Ordinance No. 899; by amending the zoning map thereof
and reclassifying property located at 2000 Bethel Avenue to
Commercial General, B. K. Enterprises, owner of record.

On motion by Councilman Grosso, seconded and carried, Council
approved Ordinance No. 1147, amending the City of Port Orchard
Zoning Ordinance No. 899; by amending the zoning map thereof and
reclassifying property at 1272-1274 Sherman Avenue to Multiple -
Family 20, Robert Stewart, owner of record. LEGAL DESCRIPTION:

On motion by Councilman Clark, seconded and carried, Council
approved Ordinance No. 1148, amending the City of Port Orchard
Zoning Ordinance No. 899; by amending the zoning map thereof
and reclassifying property at 1730-1750 SR160 to Commercial
General, Iliad, Inc., owner of record. LEGAL DESCRIPTION:

On motion by Councilman Wilson, seconded and carried, Council
approved Ordinance No. 1149, amending the City of Port Orchard
Zoning Ordinance No. 899; by amending the zoning map thereof
and reclassifying property located at 511 Division to Resident-
ial High, Rosetta Renne Cummins, owner of record. LEGAL DES-
CRIPTION: Lots 2 and 3, Block 1 S.M. Stevens Town Plat of
Sidney, Volume 1 of plats, Page 1, Kitsap County.
On motion by Councilman Clark, seconded and carried, Council
authorized refunding of Rezone application fee, ($75.00) to
Rosetta Renne Cummins. Property owned by Rosetta Renne Cummins,
511 Division Street, has a dwelling unit situated on it and had
been depicted as greenbelt on the Comprehensive Plan Map at
time of adoption.

On motion by Councilman Wilson, seconded and carried, Council
adopted Resolution 1225 approving the issuance of a Special
Use Permit to Goodman & Guber to permit the Church of the
Nazarene and the Church Parsonage (601 Jones Drive) to be
converted into a Day Care Center, LEGAL DESCRIPTION: Lots
1, 2, 3 and 20, Etta B. Jones Addition to Port Orchard.
Mayor Powers appointed Thomas Wong, 1349 Sidney Avenue, to the
Port Orchard Planning Commission.
On motion by Councilman Clark, seconded and carried, Council
concurred with Mayor Powers appointment of Thomas Wong, 1349
Sidney Avenue, to the Port Orchard Planning Commission.
On motion by Councilman Clark, seconded and carried, Council
moved to reject Claim for Damages submitted by Randall R. Davis
and refer it to the City's insurance carrier for investigation.
Mayor Powers presented letter from Entranco Engineers listing
five alternative options setting forth proceduresfor prelimin-
ary engineering, design, right-of-way acquisition and construct-
ion phases of the Port Orchard By -Pass Project.
On motion by Councilman Wilson, seconded and carried, Council
adopted Entranco Engineers Option #5 (See Attached, ITEM D)
setting forth procedures for preliminary engineering, design
and right-of-way acquisition phases of the Port Orchard By -Pass
Project.
On motion by Councilman Clark, seconded and carried, Council
authorized the closure of Frederick Street between Bay Street
and waterfront parking lot, November 28, 1980, to facilitate
the arrival of Santa Claus in Port Orchard.
On motion by Councilman Miller, seconded and carried, Council
instructed Clerk's Office to prepare an amendment to Fur, Fin
and Feathers Lease Agreement with the City of Port Orchard for
use of City property located on Old Clifton Road to include an
additional 1.1 acres, making a total of five acres available to
the Fur, Fin and Feather Society.
