Council of the City of Port Orchard, Washington, called to regular
session by Mayor Paul D. Powers, Jr. Council members present:
Wilson, Caldwell, Geiger, Miller and Grosso. Also present: Attorney
Riehl, Lngineer Kane, Fire Chief Weatherill and Police Chief Mares.
Councilman Dominguez and Clark excused.
Mayor Powers led the Council and audience in the Pledge of
Allegiance.
On motion by Councilman Wilson, seconded and carried, Council
approved the mi nutes of the October 27, 1980 meeting as circulated.
Mayor Powers administered Oath of Police Reserve Officer to
Michael O'Malley and Richard Malin and expressed City's appreciation
for the service they are volunteering.
Councilman Geiger, Chairman Finance Committee requested Mayor set
date for general Council study session relative to proposed 1981.
budget. Mayor Powers set date of November 12, 1980, 7:45 P.M.
for date of general Council study session relative to 1981 Budget.
Councilman Miller moved to relocate main entrance of Van Zee Park
from Tremont Street to Poplar Street. Seconded and carried with
4 ayes and 1 no. Councilman Wilson voting no.
Mayor Powers opened Hearing relative to adopting a route altern-
ative for the Port Orchard By -Pass.
Mayor Powers informed public that this Hearing is to adopt a
preliminary route for the Port Orchard By -Pass and if anyone
present desired to offer additional input, they could do so at
this time.
Mrs. Jane New, Arne Clark, Bob Zornes, Robert Howard and Clarence
Dahlke residents of Lund/Bethel Road area voiced opposition to
this site selection, based on their opinion that the Final EiS
did not address impact to residents and other roads sufficiently
and that the County has not spelled out necessary improvements to
other connecting roads which will be needed to handle the addit-
ional traffic flow.
Mayor Powers explained to interested citizens that the phase the
Sy -Pass project is in at this time does not allow for detailed
design work. This Hearing is basically to adopt a preliminary
route, which would then be followed by design work which would
delineate the exact land to be used for right-of-way, where
private driveways and other access points would be.
On motion by Councilman Geiger, seconded and carried, Council
adopted Tremont -Lund Alternate Route as the Port Orchard By -Pass
Route. (Tape of meeting on file)
Mayor Powers declared recess with meeting to reconvene at 9:45 P.M.
On motion by Councilman Miller, seconded and carried, Council
moved to place the matter of towing vehicles within the City of
Port Orchard on a share basis, with each towing company to take
turns.
On motion by Councilman Caldwell, seconded and carried, Council
adopted Resolution No. 1126 setting December 8, 1980 at 8:00 P.M.
as date of Hearing relative to petition for vacation of a portion
of Percy Avenue.
On motion by Councilman Caldwell, seconded and carried, Council
adopted Resolution No. 1125 setting December 8, 1980 at 7:30 P.M,
as date of Hearing relative to petition for vacation of a portion
of an alley located southwest of Tacoma Avenue and Kendall Street.

On motion by Councilman Caldwell, seconded and carried, Council
moved to appropriate an additional $132.62 to the 1980 Cen--Com
budget appropriation,
On motion by Councilman Miller, seconded and carried, Council
moved to pay $230,00, 1/5 of cost, for handic"tipped telephone
communicating machine which is to be installed at Cen-Com to
serve handicapped citizens of Kitsap County,
On motion by Councilman Grosso, seconded and carried, Council
moved to establish a policy that a frontage road is to be a
requirement for any future new construction on the West side
of Bethel Road, South, starting at the Vista Motel site,
On motion by Councilman Geiger, seconded and carried, Council
authorized payment of the bills, Voucher No, 7306-7395 in the
amount of $46,231.31 and the October payroll in the amount of
$60,122.99, Warrant No. 10877T10985,
