11/24/1980 - Regular - MinutesPort Orchard, Washington November 24, 1980 Council of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Council members present: Dominguez, Wilson, Caldwell, Geiger, Miller, Grosso and Clark. Also present: Attorney Riehl, Engineer Kane and Police Chief Mares. Fire Chief Weatherill excused. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Caldwell, seconded and carried, Council approved the minutes of the November 10, 1980 meeting as circulated. On Finance Committee Chairman Geiger's request, Mayor Powers set November 26, 1980, 7:45 P.M. as date of Council Study Session relative to 1981 Budget. Councilman Caldwell moved to adopt Ordinance No. 1152, adopting the Washington Model Traffic Ordinance and other traffic statutes to regulate traffic on the highways of the City of Port Orchard and repealing Ordinance Numbers 637, 694, 707, 775, 776 51, 778, 783, 805, 819 §1, 840, 882, 885 §1, 931, 943, 975, 1001, 1005, 1058, 1063, 1064, 1066, 1069, 1078, 1094, 1109, 1118, 1125, 1131 and all other ordinances and sections of ordinances in conflict therewith. Seconded and carried, with six ayes and one nay. Councilman Wilson voting no. Engineer Kane presented request submitted by Bethany Lutheran Church, 717 Sidney Avenue to have a street light installed near the entrance of their school. Mayor Powers referred matter to Street/Alley Committee. Police Chief Mares announced Sgt. Benton has been given permission by his doctor to return to work as he has been on disability sick leave since September 17, 1980. Councilman Caldwell, moved to approve Resolution No. 1127, allowing the operation of Bremerton-Kitsap Airporter, Inc., to conduct Transportation (mini -bus) service within the City of Port Orchard provided the liability coverage as required by the City is obtained and a Certificate of Insurance is supplied to hold the City harmless and indicating the City as additional insured. Seconded. Councilman Grosso moved to amend motion to review mini -bus service six (6) months after date of commencement of service and annually thereafter. Seconded and carried. Original motion as amended carried. Clerk read letter from South Kitsap Insurance, Inc. confirming liability insurance coverage for Bremerton-Kitsap Airporter, Inc. to be effective at the commencement of operation of the mini -bus service for the Port Orchard area, on or about December 15, 1980, Addition of City of Port Orchard as additional insured will be effective upon notification to South Kitsap Insurance, Inc. by owners of Bremerton-Kitsap Airporter, Inc. On motion by Councilman Caldwell, seconded and carried, Council approved Ordinance No. 1151, repealing Ordinance No. 1145 and amending City of Port Orchard Zoning Ordinance No. 899; by amending the zoning map thereof, reclassifying certain property located at 303 Perry Avenue to Multiple -Family 20. 0 0 On motion by Councilman Clark, seconded and carried, Council set December 8, 1980, 7:30 P.M. as date of hearing to be held in City Council Chamber's, 216 Prospect Street, relative to application for Special Use Permit as submitted by Jack A. Perilli, to allow for use of property located at 811 Sidney Avenue as offices for professional services and non --retail businesses, such as law and title insurance offices. On motion by Councilman Caldwell, seconded and carried, Council set December 8, 1980, 7:30 P.M., as date of public hearing to be held in City Council Chambers, 216 Prospect Street, relative to proposed budget for Federal Shared Revenue Funds,,1981. Mayor Powers announced Special Council meeting will be held December 1, 1980, 7:30 P.M. in City Council Chambers, 216 Prospect Street, to adopt the 1981 Budget. Mayor Powers announced a public hearing will be held January 28, 1981, 7:30 P.M., in City Council Chambers, 216 Prospect Street, relative to Joint Sewer Treatment Project to discuss usury rates and reduced scope of project. Mayor Powers announced a Study Session will be held December 11, 1980, 7:30 P.M., in City Council Chambers, 216 Prospect Street, with Kitsap County Sewer District #5; Kramer, Chin and Mayo, project consulting engineers, and City of Port Orchard relative to Joint Sewer Treatment Project, to discuss present and future status of project.
