December 22, 1980
Council of the City of Port Orchard, Washington, called to regular
session by Mayor Paul D. Powers, Jr. Council members present:
Dominguez, Wilson, Geiger, Miller, Grosso and Clark. Also
present: Attorney Riehl, Engineer Kane, Police Chief Mares and
Fire Chief Weatherill. Councilman Caldwell excused.
Mayor Powers led Council and audience in the Pledge of Allegiance.
Gary Nelson, 4165 S.E. Hortsman Road, addressed the Council relative
to establishing an ambulance service within the City and informed
Council that he had liability and malpractice coverage in the
minimum amount of $1,000,000.00. Mr. Nelson also informed Council
that he has discussed the proposed service with Chief Kirk (District
#7) and was informed that District #7 would not oppose the aribulance
service. Council informed Mr. Nelson that it is not necessary for
the Council to approve his operation.
Mr. William Evans, 3725 S.E. Ardenwald Place, owner of three acres
of property adjacent to South Kitsap Mall on the East, which was
under option to be purchased by Iliad, Inc., stated the Iliad, Inc.
option to purchase has now expired. In the rezone process by
Iliad, the Council stipulated that there would be no new egress
or ingress off SR-160 as this would create a traffic problem. Iliad
then negotiated an agreement with South Kitsap Mall Corp., and
Gehring for the use of the ingress and egress installed by South
Kitsap Mall Corp., which contained numerous restrictions as to the
use of the property above mentioned. Mr. Evans would like to have
this condition corrected. Matter referred to City Engineer for
research and recommendation.
Council, on motion by Councilman Miller, seconded and carried,
approved that East Port Orchard Towing and Boerner Corp. Towing,
will alternate on calls within the City on a monthly basis. Chief
Mares will contact CENCOM and make the necessary arrangements.
Engineer reported on letter from Entranco Engineers quoting a price
of $14,000.00 to prepare design and specs on proposed retaining
wall on Perry Avenue. He also stated that a -survey is needed which
could be prepared for $500.00 and which would include a cost analysis
for the design and specs sufficient for call for bids. On motion
by Councilman Grosso, seconded and carried, Council approved that
$500.00 be allowed for the preparation of design and specs
sufficient for bidding and necessary surveys.

On motion by Councilman Clark, seconded and carried, Council approved
that the Motorola MX 600 portable radio (Police Department) be
declared as surplus and be disposed of in the best interest of the
City.
On motion by Councilman Clark, seconded and carried, Council approved
passage of Ordinance No. 1154, amending the 1980 Budget and ordering
appropriations for funds received in excess of estimated revenues.
On motion by Councilman Geiger, seconded and carried, Council
continued Hearing on Federal Shared Revenue Budget for 1981 until
the January 12, 1981 meeting.
Mayor Powers informed Council that there will be a Special Meeting of
the Council on January 6, 1981 to discuss progress on Sewer Facilities
Plan.

On recommendation of Mayor Powers, Councilman Geiger moved and
it was seconded that the sum of $44,000.00 , Arterial Street Fund
Gas Tax and $18,000.00 of Federal Shared Revenue Funds be set
aside and invested for the possible payment of construction
contract with Blossom Construction Company for retaining wall on
Perry Avenue.
Councilman Grosso requested that the City allow himself and
Mrs. Marie Olszewski, 1440 Melcher to hook up with the Annapolis
Sewer District. Matter referred to Sewer/Water-Committee.

Amendment to minutes of December 22, 1980 meeting
Councilman Gerald Grosso excused himself as member of City Council
and presented himself to the City as a citizen of this City and
requested that the City allow his property and that of Air. Marie
Olszewski to hook up with the Annapolis Sewer District, Matter
