08/11/1980 - Regular - MinutesPort Orchard, Washington Page 1 of 2 August 11, 1980 Council of the City of Port Orchard, Washington called to regular session by Mayor Paul D. Powers, Jr. Council members present: Wilson, Caldwell, Geiger, Grosso and Miller. Councilman Clark excused. Also present: Attorney Haberly, Engineer.Kane, Fire Chief Weatherill and Police Chief Mares.. Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Caldwell, seconded and carried, Council approved the minutes of the July 28,`1980 meeting as circulated. Anita Sanford introduced the 1980 Kitsap County Fair & Rodeo Royalty Court to the Mayor and Council, who invited the Mayor, Council members and citizens of Port Orchard to attend the 1980 Kitsap County Fair and Rodeo to be held August 20-24, 1980. Members of the Royalty Court described events to take place during the Fair and Rodeo. Sally Morris, Port Orchard Librarian, and Irene Henniger, Head Librarian for Kitsap County Regional Librarys presented Mayor and Council with statistics illustrating the rapid growth in use of Port Orchard Library facilities, and outlined the many library services available to the public in the Port Orchard area. Larry Swain, 290 Granat Street, Space #7, addressed Council relative to a vicious dog in his neighborhood and the lack of response by the Kitsap County Humane Society. After much dis- cussion as to this incident and other animal control related problems within the City limits, Mayor Powers requested Clerk to write letter to Marge Kench, Manager of the Kitsap County Humane Society, requesting that she attend the August 25, 1980 Council meeting to discuss services of Humane Society. Mayor Powers declared recess with meeting to reconvene at 9:00 P.M. On motion by Councilman Caldwell, seconded and carried, Council moved to furnish Mr. Cyril R. Jones, 206 Mitchell, materials to repair his garage which was damaged by storm water run-off last Winter. Labor is to be provided by Mr. `Jones. . City of Port Orchard is not responsible for the workmanship of repairs by Mr. Jones. On motion by Councilman Caldwell, seconded and carried, Council moved to allow Marie Olszewski, 1440 Melcher Street, to obtain water service from Annapolis Water District for her property (see attached map) next to her existing home which is also served by Annapolis dater District. Authorization is contingent upon Ms. Olszewski signing a covenant for property stating that she or future owners will connect to Port Orchard water in the event a water line is installed by the City of Port Orchard which could serve this property, or if an L.I.D. is formed for this area, owner of property would not protest connecting to Port Orchard water at that time. Councilman Grosso abstained from voting due to conflict of interest. Gerald Grosso approached Council to request authorization to obtain water service from Annapolis Water District for his property (Legal Description: That portion of NE4 of NW4 of Section 36, Township 24, Range 1 East described as follows; Beginning at SW corner of said subdivision, E 116' N 205.38' thence W 116' S 205.38' to the point of beginning) which at this time City of Port Orchard does not have the facilities to serve. On motion by Councilman Caldwell, seconded and carried, Council extended authorization to Gerald Grosso to obtain water from Annapolis Water District for his property which is located within the City limits of Port Orchard for which water service i A Port Orchard, Washington Page 2 of 2 August 11, 1980 from City water is not available. Auth-orizationis contingent upon Mr. Grosso signing covenant for his property requiring he or future owners of property to connect to City of Port Orchard water and or participating in an L.I.D. if such action is•taken and City water is available in the future. Councilman Grosso abstained from voting due to conflict of interest. On motion by Councilman Grosso, seconded and carried, Council moved to install no parking sign at Mitchell Street shed. Mayor Powers recommendation is to designate "no parking 6 AM to 5 PM". Councilman Caldwell moved to delete construction of carport from the Federal Shared Revenue Fund Budaet.i Seconded and carried with three ayes and two nays. Councilmen Miller and Geiger voting nay Fire Chief Weatherill informed Mayor and Council of the many arson fires that have occured within recent weeks. Chief Weatherill stated the Kiwanis Club has offered a $500.00 re- ward for information leading to the arrest and conviction of person or persons responsible for arson.fires of-�Kiwanis Club: paper drop building. On motion by Councilman Grosso, seconded and carried Council moved to allocate $600.00 from the auction sale to the Police Department Budget for renovating squad room. Mayor Powers informed Council Mrs. Jean Rice has resigned her position from Library Board and accepted a staff position with the Port Orchard Library. On motion by Councilman Caldwell, seconded and carried, Mr. Herman Nelson appointed to the Port Orchard Library Board to fill the position vacated by the resignation of Mrs. Jean Rice. On motion by Councilman Geiger, seconded and carried, Council authorized payment of the bills, Voucher No. 7024 - 7125 in the amount of $62,760.58 and the July payroll in the amount of $65,005.72 (Warrant No. 10498 - 10608). Meeting adjourned at 10:20 P.M.
