08/25/1980 - Regular - MinutesPage 1 of 2 Port Orchard, Washington August 25, 1980 Council of the City of Port Orchard, Washington, called to regular session by Mayor Paul D. Powers, Jr. Councilmen present: Wilson, Caldwell, Geiger, Miller, Grosso. Also present: Attorney Haberly, Engineer Kane and Police Chief Mares. Fire Chief absent. Council- man Clark excused, (on vacation). Mayor Powers led the Council and audience in the Pledge of Allegiance. On motion by Councilman Caldwell, seconded and carried, Council approved the minutes of August 11, 1980 as circulated. Don Everett, President of the Kitsap County Humane Society, addressed the Council relative to procedures on the handling of animals and the restrictions imposed by the courts relative to the apprehension of the animals and the impounding of the same. He also spoke of the possible problems in communication created by the answering service and possible indifference of the off duty attendants acting on stand- by to handle night and weekend problems. Mr. Everett will research some of the complaints presented to him and get back to the City with the findings. Also, some recommendations will be presented to Council which may help to aleviate the delay and control of animals. Mr. Joe Snow, Fire Marshall/Building Inspector reported on the present status of the High School Construction, and related the defective work to the Council. The letter showing the items and the date by which they small be completed and other pertinent factors are attached and made a part of these minutes. Clerk opened the one bid received on a Notice of Bids for two 1981 pickups, submitted by Grey Chevrolet, Inc., 1216 Bay St,, Port Orchard. Check in the amount of $763,95 (_5 of the bid price) received, Bid for two units $15,278.97 (,includes tax), 'On rec- ommendation of City Engineer, Council on motion by Councilman Caldwell, moved that the bid be rejected and a recall for bids be placed. Seconded and carried, City Engineer presented Council with bill in the amount of $79.80 from a Mary Gleysteen, 26704 Linvog Road NE, Kingston, Washington, for damage to her car July 3, 1980 at Cline and DeKalb Streets. City Jeep stalled and rolled back into the above vehicle. It was recommended that Council reject the bill and refer it to City insurance carrier. On motion by Councilman Grosso, seconded and carried, Council rejected the bill and referred matter to City insurance carrier. On motion by Councilman Grosso, seconded and carried, Council amended the Six -Year Road Plan by changing item #3 to read (from SR-16 to Port Orchard Boulevard $65,000.00 F.A.U.S.) and item #4 to read (from Port Orchard Boulevard to Sidney Avenue $140,000.00 F.A.u.S.). On motion by Councilman Caldwell, seconded and carried, Council set the time for hearing on the application of Mr. Robert Stewart, 1272 Sherman for a rezone classification from RH to MF-20, and the application of Iliad; 1730 and 1750 SR 160, from RL to CG, for 7:30 P.M. and 8:00 P.M., September 8, 1980. On motion by Councilman Caldwell, seconded and carried, Council approved the passage of Ordinance No. 1140, amending the 1980 Current Expense Budget to provide for appropriation of Revenue in excess of anticipated income in the amount of $600.00 and authoriz- ing expenditure of same for Police Capital Outlay. On motion by Councilman Grosso, seconded and carried, Council approved the passage of Ordinance No. 1141, repealing Ordinance No. 999 (Municipal Code Chapter 15.28) relating to installation of fire hydrants and mains supplying water for fire protection and establishing new Chapter 15.28 City of Port Orchard Municipal Code. On notion by Councilman Caldwell, seconded and carried, Council approved "No Parking" between the hours of 7:00 A.M. and 4:00 P.M. along the East side of Mitchell and the South boundary of the School property to the North boundary. On motion by Councilman Caldwell, seconded and carried, Council approved "fro Parking" adjacent to the former Nelander property, located in the 500 block of Mitchell Avenue. Adjourned at 9:20 F.M.
