At 3:00 PM, 16 November 1937, the Seaver Advisory Committee met at tine
!Wastewater Treatment Facility. Committee members present were Lloyd Graaquist,
Pete Gudger, Jim Hart, Bob Geiger, John Clauson and Jerry Grosso. Others
present were Barbara, Case, Lynn Goldin and Larry Curles.
Larry Curles advised the Committee that the State Auditors met with him,
Barbara and the City Treasurer on November 16 to discuss depreciation. The
Auditors stated that funding depreciation was a management decision to be made
by the Committee. There was no requirement that the $154,000 for the concrete
struct.sre depreciation to be funded in the annual budget. The Auditors did
recommend some form of long terra planning to prepare for the eventual
replacement of the Facility.
Financial statements of the Facility were distributed and, Barbara Case (Office
Manager for the Sewer District) explained the information.
Jim fart recommended that €:T�L' determinations be based on water meter
consurr;ption data,. 1-;owever, he did express his concern for the need to continue
the fight against infiltration and inflow. John Clauson agree.l with his
concern.
13ob Geiger expressed the importance of sludge management. The Facility should
be prepared in case the current land reclamation option is no longer available
and a more expensive sludge disposal method is required. The other Committee
members concurred. The Committee agreed to hold surplus funds in reserve for
future sludge management expenses.
The Committee agreed to consider the Retsil FRU contributions and to have the
ERU split as 44% City and 56% District. The ERU determination data will be
reviewed annually.
There was discussion about the 7% District share of the 1987 budget that was
withheld by the District.
The Committee disc:3ssed the budgeted 5% cost of living increase for the plant
staff. The City was using 1.5% for its employees. The matter will be studied
further by the District Com nissio-sers.
The Committee agreed to use a cash carry over of s'33,000 in order to keep the
cost of one EI:U as A7.00 per month. Bob Geiger moved to approve the budget as
submitted. Motion was seconded by John Clauson. The budget was approved
unanimously.
