Members present were Jim Hart, Lloyd Granquist, Pete Gudger, Bob Geiger, ,ferry Grosso and John Clauson. Also present was Larry Curles. The Committee reviewed the proposed 1988 budget for the Wastewater Treatment Facility. Bob Geiger advised the Committee that the City public works union only received 1.9% cost of living adjustment; whereas the plant is scheduled for a 5! raise. Pete Gudger pointed out that this 5% figure was one half of the amount requested by the Plant Operator, Lynn Goldin. The 5% figure is only for budget purposes according. to Jim Hart, but it can be used to improve the salary level of the plant's staff. After more discussion, the Committee decided to have the District Office Manager review the salary study that she had completed. Bob Geiger pointed out that depreciation of the concrete structure for approximately $154,000 meant that the community would have to pay for the plant twice, once in the ULID and once in the monthly rate. He did not feel that this depreciation had to be funded. Pete Gudger pointed out that this is a requirement of the Auditor and that there was little choice in the matter. It was deceided that the Office Manager and the City Engineer would review this matter with the Auditor. Bob Geiger requested that the proposed budget list the revenue anticipated, the current balance of the plant accounts and the ERU costs. Pete Gudger read a note from the Office Manager indicating that the plant had approximately $200,000 in reserve of which $50,000 will be required to pay for the RAS pump replacement. There was some discussion about using the remaining $150,000 as a cash carry over. Jerry Grosso asked that the Office Manager research the Utility Code Categories to determine if there is a special code for equipment repair. (On November 3, the City Engineer discussed this with Barbara the Office Manager and there is not a special cost code. The cost to repair major equipment is supposed to be charged against the accummulated depreciation. This is different than the City's accounting system.) There was considerable discussion concerning the ERU determination. The City felt that the Agreement is clear that the ERCJ determination will be developed from the metered water consumption. The District felt that the Committee has riot determined the definition of an ERU. Jim Hart will take the matter to George Mack, the bond counsel, for his opinion. In that. there is continued discussion concerning the proposed budget, the Committee set their next meeting for Monday, 16 November, 8:00 PM at the Treatment Plant.
