At 8:00 PM, April 29 1987, the Sewer Committee of the City of
Port Orchard met to discuss various items of business. The topics
and decisions were as follows:
1. The Committee reviewed the ERU determination data for the
Joint Facility. The data used annual water consumption and
therefore did not adjust for uses such as lawn sprinkling. The
Committee called for the City Engineer to compute the ERU data
using only winter water consumption. A letter requesting the
appropriate information is to be sent to the District.
2. The Committee discussed the proposed Safeway project at Bethel
and Lund. After discussion, the Committee directed to have the
City appeal the hearing's examiner's approval of this project.
Specifically, the Committee felt:
A. The project violates the Sub Area Plan and urban concept.
B. The project violates the agreement not to restrict the
Bypass.(A copy of the County's letter asking the City to
deny a commercial project.)
C. The project is not the "neighborhood groceryā€˛ that
the examiner refers to.
D. The project is not consistent with the Comprehensive Plan.
3. The Committee had the City Engineer slow the processing of the
proposed Bethel Sewer LID until he can discuss an alternative
with another civil engineer. A possible use of small pumps and
force mains may be less expensive than a gravity sewer.

4. Reaffirmed the requirement for the Mayor to sign Tweten's
Developer Agreement. There was continued discussion on a City
policy/ordinance in regards to these agreements. No decisions
were made.
5. Directed the City treasurer to send an expalnatory letter to
the South Kitsap Mall if their sewer rates are increased.
