RE: Committee Meeting
The Public Property Committee met at noon, 5 June, at the Capital
Palace. Members present were Carolyn Powers, Jack Grable and
Jessie Smith. Also present was Larry Curles.
The Committee discussed the request from Helpline to purchase
City property. Larry Curles updated the Committee on the status
of the three buildings on Austin Avenue. Helpline wants to relocate
them to another location for use as a shelter. The only possible
property..that the City owns is the lot at the corner of Sidney
and Kendall. Previously, the City Council did not want to sell
property. The Sidney/Kendall lot was the location of the two
water tanks and the large concrete foundation blocks remain under
the surface. Helpline needs a quick decision on this matter in
order to seek grant money. In light of the above factors, the
Committee decided to recommend against a sale of property.
The Committee discussed AGAPE briefly. The lease terminates on
October 15th, but by August 15th AGAPE will need to advise the
City if it wishes to renew the lease. The City Engineer will
contact AGAPE and make them aware of these time lines. If
discussions are to commence, they should begin by July.
The Committee discussed the request by Ness and Associates to
continue to lease parking space. Ness wanted to Lease space for 7
cars at the same rates of 6% of the fair market value. The Committee
felt that the leasing of this space was in the interest of the City,
but discussed the actual amount. The Committee considered the rental
rate based on actual parking stalls and compared it to the downtown
parking. It was noted that Ness would be responsible for all
maintenance of the spaces and,�therefore, a rate of less than $1
per day would be justified. After considerable discussion, the
Committee felt that the rate should be increased to 7% of the fair
market value and this value would be adjusted. annually. The increased
parking rates would help further encourage people to use Transit.
The Committee discussed the lease of Fur, Fin and Feathers. The
animal shelter is no longer in operation and the Committee did not see
the need to continue leasing the property to Fur, Fin and Feathers.
There was a question as to the use of the spay clinic. It appears that
the clinic was subleasing the property from Fur, Fin and Feathers
for $1,343 per month. The City Engineer will contact the clinic
operators and advise the Committee of that operation. If the clinic
needs to remain, it can possibly lease directly from the City.

There was no additional information on RV Associates.
Carolyn Powers requested information on the income derived from
the Active Club and from the soft drink machine at that location.
There was some discussion about a spotlight for the Tremont
Street welcome sign and about low maintenance landscaping for that
area. The City Engineer will price a lighting system. The
project may be appropriate for the service clubs.
The Committee discussed the proposed Capital Improvement Plan
and how it affects the parks.
