01/24/1991 - MinutesCITY OF PORT ORCHARD PUBLIC WORKS DEPARTMENT 24 January 1991 TO: Public Property Committee FM: City Enginee15 ; RE: Committee Meeting The Public Property Committee met at 7:30 AM, Thursday, 24 January 1991, at Myhre"s Restaurant. Members present were Carolyn Powers, Jesse Smith and Jack Grable. Also present was Larry Curles. The Committee reviewed the status of designated smoking areas in City Hall. Previously, the Fire Chief and Fire Marshal offices were designated smoking areas in the building. With the relocation of the Fire Department, there is confusion over designated smoking areas. There are police officers, the police clerk and one accounting clerk who smoke. The Committee feels that if there is no smoking in the building, then that rule needs to be applied fairly to all departments. The Committee reviewed possible smoking designation areas. The following recommendation was made to the Council: During the remodelling of the police station, the Fire Chief"s former office should -remain the designated smoking area. Once the police department relocates, this office would lose the designation. when the Burroughs computer is removed, the City can seriously consider constructing a small room as a smoker's area. This room would have a window for circulation and would minimize any impact on the rest of the building. During the time between the police relocation and the removal of the Burroughs, tale smokers would have to smoke outside. The Committee reviewed the proposed restriction on smoking in City vehicles. The request for this policy came from a police officer and it is noted that each officer has his own car. The Council has been provided copies of the Chief's memo on smoking rules in other cities. In September, the Legislature may pass a law that forbids this practice. Until then the Committee recommends the following: Police employees may smoke in City vehicles if they are either by themselves or if the other passenger also smokes and consents to the secondhand smoke. In addition, if the driver smokes in a City car, he or she is required to install a fresh air device to help remove the tobacco smoke from the air. Public Property Meeting, 1/24/91 1 of 3 -sffice_ The Clerk's and Treasurer's archives will relocate to the darkroom. The police evidence room will expand into the former archives room. Once the police have vacated their area, the Engineer, Planner and Building Inspector will move into it. Community service will also relocate to this area. The City Clerk and two employees will relocate into the former building department area. The City Treasurer will expand to use the area vacated by the Clerk. The Committee feels that the Treasurer should have a private office. The location of this office would. be dependent on the location of the Mayors office. The Committee wants to take action on purchasing a new park in 1991. The Committee is considering a public hearing in either March or May, to receive input. However, first it wants the staff to prepare a concept for the proposed park. The Committee was brought up to date on the landscaping plan for downtown. The architect is supposed to have the drawings to the City on February 11. The City Engineer is going to hold up on finalizing the short plat of the old landfill until its eventual use is better determined. Smokihg should be limtited to cars designated to individual drivers and only under certain conditions. Fleet vehicles which do not have designated drivers should be a no -smoking area.
