09/10/1992 - City Hall-MinutesPUBLIC WORKS DEPARTMENT 10 September 1992 TO: City Hall Committee FM: City Engine e RE: City Hall Design The City Hall Committee met at the Family Pancake House on 9 September 1992 for a luncheon meeting. Members present were John Clauson, Carolyn Powers and Jack Grable. Also Present was Larry Curles. Efforts have been made to find the Chevron offices responsible for the former Chevron site. The telephone numbers available have not been right. Two other parties have expressed an interest in this site and the reported cost is about $300,000. Also, it would appear that the site is smaller than the existing site at 216 Prospect Street. The Committee is concentrating on a new City Hall at 216 Prospect Street. The title company is having trouble clearing the title for the garage at 560 Bay Street. The City Attorney may have to initiate a quiet title action in court to clear the problem. Construction of the fire station will be the City's primary effort for 1993 and 1994. It is anticipated that the City will decide on some basic building requirements in 1992. The architect will design the building in 1993. The City will use 1994 to prepare for a bond issue and construction shall be in 1995. The Committee reviewed the space requirements, as provided by the departments. Time only allowed a detailed look at the mayor and police requirements. The following modifications or questions are being considered: 1. Why does the administrative secretary area have a waiting room for three people? 2. The police classroom for twenty people shall be available to the rest of the staff and not be exclusive for police activities. 3. The physical fitness room shall be deleted. Physical fitness equipment can possibly be included in another room. 4. A shower shall be installed in the men's room instead of a dedicated locker room. 5. A shower shall be installed in the ladies room instead of a dedicated locker room. The ladies room shall have more fixtures than the one toilet. 6. The Mayor's office should be of similar size to that of the Bremerton's Mayor. The office should be large enough for a desk, sofa and two chairs to allow for a comfortable meeting place. 7. A conference room large enough for 12 people should be near the Mayor's office. 8. Another unspecified office should be near the Mayor's office in case the City has a full time administrator. The Committee was not able to Discuss parking at this meeting. Carolyn Powers will be out of town for a while. The Committee will resume the work upon her return. cc Council Staff
