10/22/1992 - City Hall-MintuesPUBLIC WORKS DEPARTMENT 22 October 1992 TO:�City Hall Committee FM: City Engineer RE: City Hall Design The City Hall Committee met at Myhre's Restaurant on 22 October 1992 for a breakfast meeting. Members present were John Clauson, Carolyn Powers and Jack Grable. Also present was Larry Curles. The appraisal for the American Legion has been ordered. Apparently the recent fire in that building did about $50,000 of damage and the Post is currently meeting in a member's home. In response to a question from them, the Engineer said that the City does want to purchase the building. If the building is purchased, the City would consider renting it back to them until the structure is needed and then the City would demolish the building. The Post is trying to determine if they should use the insurance money to repair a building that will be demolished in a few years. The Post also expressed a preliminary interest in purchasing Fire Station #2 when the City no longer needs it. The closing of 560 Bay Street has not been able to overcome the latest obstacle. The title can not be cleared because the corporation that is still listed on the title will not respond to the title company. A quiet title action will probably be required. The Committee has agreed that the expense for this legal action is that of the building owner. The appropriate letter will be sent to Mr Rahm telling him that he needs to assume this cost. The Committee discussed the process of the city hall design. The following are the high points of the discussion: 1. Once the architect is selected, the City needs to develop a means to get public participation in the process. 2. The Committee will want to meet with each department head to review their indicated needs. The first department will be police; then the court will be next. The police are scheduled for 6 PM, Thursday, 5 November. 3. The Committee will visit new public buildings at Tumwater and Bonney Lake on Thursday, 5 November. The Committee wants additional information about city halls at Tumwater and College Place. Also the staff needs to check at Kent, Edmonds, Auburn, SeaTac and Federal Way for city hall construction projects. cc Council, Staff
