Jack Grable met with the City Treasurer and City Clerk to discuss
implementation of new salary classification of SENIOR
CLERICAL/SECRETARIAL and impact on the current Court Secretary.
Staff requested clarification of Committee's intent for the anniversary
date for future increases for Jill Maurer (Court Secretary) (See
attached memo).
Committee members present considered the following facts
(1) Ms. Maurer was hired 4/24/89
(2) In November 1990 Council authorized advancement of one year within
the salary step classification for Ms. Maurer .
(3) During 1992 budget approval the Council created a new salary
classification of Senior Clerical/Secretarial.
(4) The position of Court Secretary was reclassified to the new salary
classification of Senior Clerical/Secretarial without the one year
acceleration.
(5) During implementation of the Court Secretary's salary increase it
was noted that this action would cause a decrease in the annual
salary of this position (due to change in anniversary date).
(Policy - salary step increases (for all city positions provided with a salary
step range) is that upon reclassification for a position, the anniversary date for
the employee in that position, becomes the effective date of the
reclassification.)
(6) It was the intent of the Committee (and Council) to raise Ms.
Maurer's salary not decrease it.
(7) The Committee does not want to vary from past practice (policy) on
effective anniversary dates.
Therefore, it was the conclusion and decision of the Finance Committee
members present that Ms. Maurer is to be transitioned to the Senior
Clerical/Secretarial salary classification at the third year level
(retaining one year acceleration) with January 1 as the new anniversary
date for step increases.
The City Clerk will clarify (in writing) city policies on anniversary
dates and salary step accelerations.

The following has been brought to my attention by the Payroll Department:
Past practice has been that when positions are transitioned to a new
salary classification, the effective date for the reclassification
becomes the employee's new anniversary date for future salary step
increases. Adhering to past practice will mean that when the new
Clerical/Secretarial - Senior Level is implemented (1/1/92) the Court
Secretary will in actuality experience a decrease in pay for a portion of
1992 (April -December).

On November 14, 1990, Jill Maurer (Court Secretary) was given a 1 year
acceleration on the General Clerical - Secretarial salary classification
scale. This moved her from the one year ($7.30) to the two year level
($7.77). In April of 1992 she would have advanced the fourth year level
($9.36).
As part of 1992 budget approval, the Council established a new salary
classification of Clerical/Secretarial - Senior Level. The Court
Secretary position was reclassified to this salary classification. Notes
taken by the City Treasurer during your committee budget meetings
indicate Jill was to be transitioned to the 2 yr - $9.00 level. In the
past, when a position has been reassigned to a new salary classification,
the anniversary date for salary step increases became the effective date
of the reclassification. Thus for Jill, this would mean on Jan. 1, 1992
she wou 1 d be trans i t i oned to the new c 1 ass i f i cat i on at the two year l eve 1
($9.00) and would not advance to the third year level until January 1,
1993.
Based on past practice for this type of situation, the transition to the
new higher salary classification for Jill Maurer will actually mean a
$.36 per hour decrease in pay during the period April 1991 through
December 91.
The Fire Department Secretary position was also reclassified effective
1/1/92. She has had an anniversary date of December 27. This will mean
a change of 4 days for step increases for her.
Ms. Maurer is the only employee who was granted an acceleration within
her salary classification. Thus, she is the only one with this unique
situation.
During your consideration and implementation of this reclassification,
was it your intent for Ms. Maurer anniversary date to
(1) revert to actual years of service with January 1 as her new
anniversary date for salary step increases,
(2) revert to actual years of service with an exemption from past
practice and retain prior anniversary date.
A spreadsheet is attached outlining variables. Clarification is needed
by January 8, 1992 to allow payroll to be calculated for the period which
includes Jan. 1.
