On 4 June 1992, the Committee held a breakfast meeting at the
Family Pancake House to discuss the possibility of moving the
library to Givens School. Members present were Carolyn Powers, Jack
Grable and Jesse Smith. Representing the Kitsap Regional Library
District were Ms Ellen Newberg, Ms Sharon Newell and Mr Elliot
Swanson. Also present was Larry Curles.
The Library has done considerable study on the potential of
relocating the Port Orchard Library to the new Givens Community
Center. Elliot Swanson provided the Committee with 1990 census
data. Also provided, and enclosed, is the site evaluation
information. In addition, the Library had 99 of 200 surveys
returned which sought the opinion of the Library users.
Givens has some serious drawbacks in regard to a location for a
library. Primarily the building lacks sufficient parking and it is
not easily accessible to the traffic flow. Before the Library would
want to move from the existing site, there would have to be a
strong motive, such as more space in a new location.
The existing site at 87 Sidney Avenue has some expansion
capability, but that is limited. The loading dock can be enclosed
and the facility can gain approximately 500 square feet of extra
space. However, Larry Curles pointed out that it is an old building
and would not be conducive to extensive expansion. There was some
discussion about modular buildings in the parking area.
There was a general discussion of the need for a new and larger
building for the library. Funding would be very difficult and would
probably take a more creative approach than passing a library bond
issue.
The participants decided on the following:
1. Moving the library to Givens at this time is not in the
best interest of the Library District. They should remain
at 87 Sidney Avenue.
2. The need for a new and larger library should be addressed
in the capital facilities plan, which will be completed
through the growth management process. A new building may
be anticipated in the Year 2000.
3. The City will estimate the cost of enclosing the loading
dock and try to budget it in 1993. this cost could be
around $20,000 and there is no guarantee that funding
will be available.
Carolyn Powers will advise Mr Granlund. The Library District will
formally advise the Council of its recommendation that it stay at
87 Sidney Avenue.
