03/31/1993 - Minutes!�;-/l, /o_ i/ March 31, 1993 RE: PUBLIC PROPERTY COMMITTEE The Public Property Committee met at the Family Pancake House at 7:45 a.m. on Wednesday, March 31, 1993. Carolyn Powers, Jack Grable and John Clauson were present, along with Dick Brown and Jim Tallman. Purpose of the meeting was to discuss the possible gax, om��e ICQnt-��Sff6dit. Brown and Tallman have earnest money on the for a value of $125,000. Dick Brown informed the committee that in previous discussion with Larry Curles, three city owned parcels had been identified by them as potential sites for development: Lundberg RV Park, property East of and next to the Juvenile Home off Old Clifton Road, and the old water tower lot on Kendall and Sidney. Their interest in a trade is not confined to these particular properties, but in any city owned properties which might be available. Dick Brown briefed the com- mittee on various trades they have made with the county and expressed the view that such trades benefit both parties, especially when cash is in short supply. He suggested in lieu of MAI appraisal, perhaps two or three appraisals by other realtors could be used for a speedier process. He indicated this had been done in trades with the county. Carolyn explained that the Council had previously considered the options relative to the Lundberg RV Park and the Council had decided the city should retain that property. John mentioned that at the Economic Development Summit recently it was pointed out that there is no RV Park in the county. Committee consensus today was that the RV Park would not be offered in trade. Carolyn also explained that the Kendall and Sidney property is being discussed with the county as potential parking site for traffic relating to the new Givens Community Center. Any possible trade with Brown/Tallman would need to wait further exploration of that issue. The question of how the city might use the Tremond Street home site was discussed. Dick Brown suggested it might be used for parking for the new fire station and/or VanZee Park. If a parking lot is desired, Mr. Tallman offered to develop the lot as part of the trade --grading, leveling, paving, etc. ("turn key"proposal). It was noted that plans for the new fire station did not indicate any need for additional parking. Whether or not the widening of Tremont Street would create a need for new and/or different parking for the VanZee Park would have to be determined. In the event paving in front of the tennis courts is desirable/necessary, they offered to negotiate that as part of any trade. MARCH 31, 1993 PUBLIC PROPERTY COMMITTEE Dick Brown informed the committee their deadline was 4/23/93. However, if there is serious interest by the city in negotiating a trade of any city owned properties, he felt sure the deadline could be extended for 30 days. The committee agreed that acquiring the Tremont Street home site would be to the city's benefit if a trade is possible. (A cash purchase is not recommended at this time.) It was felt there are city properties other than those mentioned which might be avail- able, such as ULID foreclosure properties. City staff will be asked to identify all such properties for review by the committee and possibly Dick Brown. Dick will follow up with Larry Curles and the committee will meet again on this matter in a timely manner.
