05/14/1993 - MinutesPUBLIC WORKS DEPARTMENT 14 May 1993 TO: Public Property Committee FM: City Engineer Z, RE: Committee Minutes The Public Property Committee met at the Family Pancake House for a breakfast meeting, 14 May 1993. Members present were Carolyn Powers. John Clauson substituted for Jesse Smith. Jack Grable was away at a conference. Also present was Larry Curles. flick Brown represented Talmo. Mr Brown provided the Committee a letter which proposes a adia.. The City is offered the property adjacent to the east edge of the new fire station plus property improvements. Mr Brown stated that they have ernest money on the site for $125,000 and Talmo estimates $50,000 of site improvements for a value of $175,000. In exchange, they want the following: 1. The 5 acres east of the juvenile center and adjacent to SR 16. 2. The purchase of 10 acres in the vicinity of the landfill. 3. A long term lease for 10 more acres around the landfill. They want to use the 5 acres by the juvenile center as trade to the County for the center's future expansion. If that does not work, they would seek another means to develop it. They want to develop the landfill area into an industrial park. They would construct a new road to serve the police pistol range and the water reservoir. They are open to negotiations. In lieu of a MAI appraisal, they would recommend obtaining appraisals from three realtors. This would save time. The Committee will refer the matter to the City Council. An executive session will be scheduled to determine if the City wants to trade. If so, then the City would consider the appraisal options. cc Attorney Ir. GIG HARBOR, WA 98335 (206) 858-8448 FAX May 13, 1993 'Ibis letter will put in writing, our proposal to trade to the City, a completed turn key parking facility adjacent to the new fire station on Tremont Street in exchange for approximately 15 acres of City owned surplus land. Without taking bids on segments of the work required to construct the parking facility, our costs are estimated to be approximately $175,000.00. This entails acquiring the land, engineering and designing a site plan to be approved by the City, clearing and cleaning up the site, bringing in gravel balast to stabilize the site, paving, stripping, landscaping and lighting. If found to be desireable, the existing parking area at the tennis courts could be worked into the plan and the cost of work required to bring that site to a comparable quality could be worked into the trade also. Attached is a conceptual drawing of the proposed facility. In exchange for the above, the City would deed us approximately 15 acres of land in the area of the old landfill and juvinile home. A map is attached for reference purposes. We would also be inter- ested in leasing additional land from the City adjacent to the traded land for purposes of designing a small industrial park.
