RE: Committee Minutes
The Public Property Committee met at the Family Pancake House for
a breakfast meeting, 18 January 1994 Members present were Carolyn
Powers, Jack Grable and John Clauson. Also present was Larry
Curles.
The Committee was provided a copy of the utilization of the
Active Club and a summary of its expenses. The document was
prepared by the City Clerk.
The floor plan of the library addition was reviewed. The proposal
included a public meeting room, two restrooms and the library
space. The Committee noted that there are now public meeting
rooms in Givens Community Center, the new Fire Station, the
Active Club and other places. The Committee feels that another
public meeting room should not be included in this addition. The
majority of the floor space would be for the library with a
possible smaller room for special activities such as tutoring.
Also only one restroom would then be required. In addition, the
Committee wants the new floor level to match that of the loading
dock. A modified floor plan is attached.
The request from Little League was reviewed. Since the Pony Colt
lease has been transferred to Babe Ruth, their request to take
over that lease will not be acted upon. The Little League also
asked to expand their lease to include the section of field to
their west. The Committee recommends against this expansion since
other sports use this particular field.
The Committee reviewed the RV park complaints. No specific
recommendations are being made. However, the Committee wants
closer monitoring of the park and a log of visits by the police.
The Committee does not recommend the sign supplied by the
neighbors be installed.
The landfill activity was discussed. The work release site will
be presented to the Kitsap Regional Council on February 2nd. If
they approve it, the State will need to determine its needs and
then present them to the City. At that time, the actual
negotiations can begin. The facility may want 1 to 2 acres. The
facility would include sewer service.
Vern Hoskins has discussed a concept for an indoor pistol/rifle
range on the landfill property. It would be a commercial venture
with snack -bar '
nack bar; ammunition -sales and classes. The Committee
considers it worth pursuing if arrangements can be made for the
police to use it. The police will need an indoor range sometime
in the future.
The new Public Property Committee is comprised of the same people
as the City Hall Committee. The progress on a new City Hall was
discussed. The Committee will consider a site inspection of other
city halls in March. Meanwhile, the City Engineer will visit the
_ _farmer mortuary -,to determine if that building could serve as a
temporary municipal building.
