02/08/1994 - Minutes/ /` /0, l l PUBLIC WORKS DEPARTMENT 8 February 1994 TO: Public Property Committee FM: City Engineei 7L' RE: Committee Minutes The Public Property Committee met at the Family Pancake House for a breakfast meeting, 8 February 1994 Members present were Carolyn Powers, Jack Grable and John Clauson. Also present was Larry Curles. The Committee discussed the proposed placement of the newspaper recycling box near Givens Community Center. The service has a value to the community by helping recycling, but the Committee has some reservations about the specific location. If it is in the right of way, it could be over the storm culvert manhole and may interfere with parking for the baseball games. The recommendation is that the proposed site continue to be investigated. A possible location would be across the right of way in the County portion of the parking lot. The draft of the Library's desires for the floor plan was reviewed. There was some question if a separate room for book sales is necessary. The Committee is suggesting the following meetings to resolve the matter: 1 March Committee meets with Library staff in the evening 7 March Council's monthly study session would deal with the library expansion 8 March Regular committee meeting in the morning The future use of the Sidney/Kendall property was discussed. The City Engineer will research when the property was authorized to be sold and its current status. The Committee discussed the proposed restroom replacement project at Central playfield. The three materials to construct the building are wood, concrete masonry and concrete. The Committee's preference is a cast in place concrete with a wood appearance surface. The roof should be peaked and not flat. The project to provide a ramp to the court was described. The Committee discussed the use of Fire Station #2. The American Legion Post #30 has expressed an interest in the building. There was no recommendation at this time. The Committee reviewed the transitional use of the former Rill Chapel as the city hall. It appears that the transition would be difficult and potentially expensive. The Committee recommends further discussion of the city hall replacement at the Council retreat if one is scheduled. Mr Rill should be advised that there will be considerable discussion on relocating city hall and no immediate decisions would be made about the Prospect Street property. There was a short discussion on the RV park. The Committee still needs the police reports. cc Mayor parkAminutes Council Clerk, Police PUBLIC WORKS DEPARTMENT 27 January 1994 To: Public Property Committee FM: City Engineer RE: City Hall Relocation 713 Prospect Street On 27 January, I walked through the former mortuary with Bill Rill. The Committee requested that we consider this building as a transitional city hall. The building has the potential to meet the temporary needs of the City while the new city hall is being constructed. The building consists of three floors for a total of about 6,900 square feet. This is comparable to the amount of area at 216 Prospect Street. Adjacent to the building is the parking lot which has 22 indicated spaces. The lower floor consists of a large open room and an unfinished room which houses the furnace. There are no windows in the basement and the only access is one flight of stairs. A potential use of this floor space would be the police squad room, evidence room and police offices. A second exit would be necessary to allow better egress and this would be accomplished with excavating exterior stairs and constructing a door through the basement wall. Due to handicap requirements, the basement area would be a working space for the police and not necessarily the area to invite the public. The ground level floor consists of offices and the former chapel area. There are two entrances on each side of the building. The rear entrance is level with the ground and would accommodate wheelchairs. A potential use of this floor is the Council Chambers and reception areas for the different departments. With new interior walls, the former chapel would be reconfigured for the Council. The floor area would be smaller and large meetings would have to be held in other places. In order to provide reasonable access, the City could consider a reception area for general government and another reception area for the police counter. Utility payments would be on the first floor. In addition to reception areas, the first floor would provide one or two small meeting rooms. In this way, the staff can accommodate people in wheelchairs without trying to go on the stairs. The second floor consists of two or three apartments with full bathrooms and kitchens. A potential use of this floor would be offices for the Treasurer, Clerk and Public Works. The needs of each department would have to be identified and a floor plan developed. The employees would work on the second floor. When a customer enters the first floor reception area, the necessary meetings would be either in the department are or in the first floor meeting room. Although there is a safe in the building, it is not large enough to replace the purpose of the existing vault. If the Committee has a serious consideration towards this building, a time schedule would have to be developed. on the City's part, 1994 could be used for renovation of the first and second floors. Transition to the building would come in 1995 and it would serve as a municipal building for possibly five years. A cash flow plan for the renovation would also have to be developed and coordinated with the Treasurer. However, Mr Rill is currently renting the parking lot spaces and the apartments. If the building was going to be leased by the City, these existing tenants would have to eventually relocate. Furthermore, the City would need to commit to the project before another commercial tenant leased the two lower floors.
