03/08/1994 - MinutesPUBLIC WORKS DEPARTMENT 9 March 1994 TO: Public Property Committee FM: City Engineer W. RE: Committee Minutes The Public Property Committee met at the Family Pancake House for a breakfast meeting, 8 March 1994 Members present were Carolyn Powers, Jack Grable and John Clauson. Also present was Larry Curles. The Committee discussed the Sidney/Kendall property. The property is surplus to the needs of the City and Rotary has expressed an interest in it. Rotary wanted to use the land for a service project to construct a home. The Committee recommends that the property sale continues. If Rotary does not want to locate its project on site, then bids for the land should be called for. The siting of the work release facility at the former landfill continues. The State is identifying three sites for consideration. The City will use its backhoe to determine if the landfill extends into the sites. When one site is decided upon and the City Council agrees to its location, the State GSA will begin appraisals and negotiations. The Committee discussed the use of Fire Station #2. As the Fire Department moves to its new location, Station #2 is available for new uses. Those uses included trading properties with the American Legion, sale/lease to contractors, use by social agencies and use by the City. The Committee recommends moving the Public Works Kendall property operation to Fire Station #2. Once the Kendall property lot is no longer being used, the City can review it to determine if it should be surplused. The Council Retreat should be used as an opportunity to review the needs of the City in the next 10 to 20 years. The Committee has spent the last few years discussing the replacement of City Hall and there is a basic understanding of what is wanted. The Department Heads briefing at the Retreat can include far range projections and the Council can analyze what is needed for a new municipal building. Then the Committee recommends an architect be hired in 1995 to work with the citizens and develop the city hall concept plans. Those plans and the architect would then be available for help in passing the necessary bond issue. The Committee recommends that Congressman Dicks and Senator Gorton be invited to meet with the Council to discuss funding options. cc Mayor, Council parksuninutas
