09/29/1994 - MinutesPUBLIC WORKS DEPARTMENT 29 September 1994 TO: Public Property Committee FM: City Engineer RE: Committee Minutes The Public Property Committee met at the Family Pancake House for a breakfast meeting, 29 September 1994. Members present were Carolyn Powers, Jack Grable and John Clauson. Also present was Larry Curles. The Committee reviewed the draft of a Citizen Recognition Award program. This would allow the City Council to formally recognize actions that improve our community. A draft of the "Good Neighbor Award" program is attached. The Committee recommends that the City adopt such a program. Public Works would staff it and the Public Property Committee would oversee its implementation. The Capital Facilities Program was reviewed. The Committee is concerned that the existing format does not allow a comprehensive picture of the cumulative financial impacts. The Plan will be revised to include actual sub -plans (water, sewer, fire, etc) as appendixes and include a comprehensive financial summary. The following status was provided: 1.. The owners of the driveway which encroaches upon the Kendall/Sidney lot were give a proposed easement and cost. They need to decide if they will pay for the easement or refer the matter to their attorney. 2. The subdivision at the Highland At Ross Creek will remove 20,000 cubic yards of material and then protect the site for the winter. Construction will resume in the spring of 1995. 3. A meeting will be requested between the Street Committee, Kitsap Transit and the Port of Bremerton to discuss the downtown parking Lot #2. The playground at Windfall Place does not meet the expectations of the Committee. The Committee is concerned about recreational opportunities as they relate to new developments. cc Council CITIZEN RECOGNITION AWARDS THE GOOD NEIGHBOR AWARD PURPOSE: The City Council needs a way to publicly recognize those citizens which contribute to the quality of the neighborhood and community as a result of that person's labor and leadership. SELECTION: Once a quarter, the City Council will consider a list of people whose achievements have improved the City of Port Orchard. The list will be developed by the City staff and submitted to the Council without publication. The Council will informally review the list. Individual Council members will then advise the staff of the top two for recognition. That survey will be presented to the Public Property Committee for decision. The person which has received the most recommendations will be recognized that quarter at a City Council meeting. The Council can also issue recognition at any other time, if it deems appropriate. RECOGNITION: The recognition will be a plaque with appropriate wording. The Port Orchard Independent will be asked to use a publicity photograph of the presentation. The Newsletter will also be used to advertise the program. (Bold letters show revision after the Committee meeting.)
