10/27/2003 - Regular - MinutesPort Orchard, Washington Minutes of October 27, 2003 Council of the City of Port Orchard, Washington, called to regular session by Mayor Weatherill at 7:30 p.m. at City Hall, 216 Prospect Street. Council members present: Clauson, Wyatt, Morrison, Geiger, Powers, Rider and Cramer. Staff present: Police Chief Townsend, City Treasurer Tompkins, City Planner Wenman, Deputy Clerk Merlino, City Clerk Etgen and City Attorney Amann. CALL TO ORDER Todd Cramer led the audience and Council in the Pledge of Allegiance. AUDIENCE COMMENTS Mayor Weatherill asked for audience comments for items not listed on this agenda. Lauri Pitman, 410 Goldenrod Street, presented a video, which highlights a construction project, adjacent to her neighborhood, illustrating disturbances due to construction noise, dust, and water runoff. Ms. Pitman advised the surrounding neighbors have endured these disturbances for the last 15 months. Ms. Pittman urged Council to place conditions on construction sites regarding these issues. Mayor Weatherill advised Ms. Pitmam the Council would consider these issues during future land use application process. NEW BUSINESS 7:30 p.m. Public Hearing Regarding Anticipated 2004 City Budget Revenue Sources Mayor Weatherill opened the 7:35 PM Public Hearing regarding anticipated 2004 City Budget Revenue Sources, as required by Chapter 251, Laws of State of Washington, 1995. City Treasurer Tompkins presented staff report on anticipated 2004 City Budget Revenue Sources. The presentation highlighted revenue sources for the Current Expense and Street Funds, which are supported primarily by property taxes and sales tax. The total projected 2004 budget will be $5,662,365, which includes property tax projections in the amount of $956,165 for the Current Expense and Street Funds. Mayor Weatherill called for public input from the audience regarding the anticipated 2004 City Budget Revenue Sources. As no comments were received, Mayor Weatherill closed the Public Hearing. (Ordinance setting the 2004 Property Taxes will be presented for Council consideration at the November 10, 2003 meeting.) Presentation: David Foote-United Way Update David Foote, Executive Director for United Way, presented an update on the many services offered by their organization and recognized several of the local members of United Way, such as West Sound Treatment Center, South Kitsap Helpline and Kitsap Community Resources. Mr. Foote distributed information packets and employee payroll deduction forms and requested the City's support for their annual campaign. CONSENT AGENDA October 27, 2003 Page 2 of 2 On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved the following consent agenda items, with the following correction to the City Council minutes, page 4, paragraph 5, replacing Councilman Wyatt with Councilman Rider in the assenting votes. A. B. c. Minutes of the October 13, 2003, City Council Meeting, as corrected Approval of Claim Warrants #40038-40102 in the Amount of $30,073.43. Boating Safety Program Memorandum of Understanding -Authorization for Mayor Weatherill's signature. REPORTS On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved a 1.2% cost of living adjustment (COLA) to base wage rates for non-represented employees, retroactive to October 1, 2003. On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized the City Engineer to proceed with the purchase of the Mitchell Point Reserve Property in the amount of $98,000 and authorized the City Treasurer to transfer the additional funds needed from the Cumulative Reserve for Municipal Facilities Fund to the Street Fund. Motion passed with 6 ayes. Councilman Morrison abstained from voting due to a conflict of interest. Councilman Geiger, Finance Committee Chair, reported in 1998 the Current Expense Fund had mistakenly paid for the first cleanup costs of the Red Barn property (900 Mitchell Avenue). The 2003 budget authorized the repayment of $10,711 from the Street Fund to the Current Expense Fund. This year when all the costs associated with the clean up were reconciled it was determined the Current Expense Fund had paid out a total of $19,060.42. On motion by Councilman Geiger, seconded by Councilman Clauson, Council authorized the City Treasurer to repay the additional $8,349.42 of the Red Barn property clean up costs (900 Mitchell Avenue) from the Street Fund to the Current Expense Fund.
