05/05/1995 - City Hall-Minutesr-1��y7►�t- PUBLIC WORKS DEPARTMENT 5 May 1995 TO: City Hall Committee FM: City Engineer K— RE: Committee Minutes The Council Committee for the City Hall Construction met at noon 5 May 1995 for a lunch meeting. The members present were John Clauson, Jack Grable and Carolyn Powers. Representing Art Anderson and Associates were the architects Jim Brown and David Lewy. Also present was Larry Curles. The purpose of the meeting to was to update the Committee on the design effort. The department heads had each completed a survey to determine the building needs of each department. The survey of the city hall property is almost done. The City has completed the purchase of the American Legion building. The architects had et with the Judge, Police Chief, Treasurer and Engineer to discuss the surveys and to better determine the departmental needs. On Monday, the Clerk and Planner will be interviewed. The following points were discussed: 1. The Police and other employees will be able to share the exercise/training room and associated showers. The actual locker room was proposed to be exclusively for the Police. 2. The design will accommodate an increase in the municipal court employees. Extra offices can be used in the interim by the prosecutor and/or dense attorney. 3. The project should be able to accommodate the expected growth in city government, keeping in mind the budgetary constraints. 4. some consideration should be made when and if the employees, other than the police, need a locker room. An example would be the employee who rides a bike to work. The Council Chambers and Court were discussed: 1. These are two of the building. Instead of $100 about $140 a square foot. more expensive rooms in the a square foot, they could cost 2. If possible, the two rooms would be separate. Combine them requires several compromises in uses of furniture and room features. 3. It is very important to have a presentation available to both the Council and to the audience. It is also important to have eye contact between the Council members. 4. The Court needs rapid response from the police, which may require the departments to be on the same floor. The police have indicated a need to be on the Bay Street level. 5. An annunciator at the Council table would be nice in that it would improve the ability to communicate with the mayor in a public discussion. It could be a series of lights indicating which member wants to speak next at a public hearing. 6. Some form of television and split screens may be necessary for the Chambers. Parking for the building was discussed: 1. The architects initially see about 40 spaces on both the Bay Street and Propsect Street levels. When the existing building is demolished, that area would be the future parking lot. parking under the building will be too expensive. 2. The Committee does not want parking on the Prospect Street level. It would prefer a grass area at that level. If parking is to be on the Bay Street level, then it should be shielded from the road to enhance appearance. An L shape building may serve this purpose. 3. To increase parking, the City could make Prospect Street from Kitsap to bank one way. Another alternative would be to purchase the Casey office property.
