The Finance Committee met at 7:30 PM, Thursday, 19 January for
an evening meeting at the Council Chambers. Members present were
Bob Geiger, Don Morrison and John Clauson. Mayor Weatherill
attended. Representing the City of Bremerton were Mayor Horton, Don
Pratt and Terrie O'Neill. Also present was Larry Curles.
The purpose of the meeting was to discuss the potential
development of the business park in the vicinity of Gorst, known as
the Shepko property. This project consists of 76 acres. The owner
also has an option to purchase 350 acres from the City of Bremerton
water shed by the Anderson Creek wells. Bremerton has declared this
acreage surplus to the needs of the utility and is prepared to sell
it to the developer.
Bremerton owns the water shed and that property is within the
corporate limits of Bremerton. Bremerton will begin annexation of
the 76 acres. Commissioner Granlund is reported to be in agreement
with this action. Bremerton wants the business park to be developed
to bring in new jobs, preferable non-military dependent jobs. The
Fire District is ready to support this action. Bremerton has the
water capability, but is seeking Port Orchard's assistance with
sanitary sewer.
In order to allow the business zoning, Bremerton needs a
letter of availability from Port Orchard for sanitary sewer. They
need some assurance that the site will be served with sewer. The
following were ideas that could be discussed:
1. The sewer service could be temporary for a period of
years until the County builds a new plant or Bremerton
expands its plant.
2. The sewer service could be a permanent Port Orchard
customer.
This coordination of urban services will be further discussed
in the impending County effort for local government service
agreements. Also ready for discussion is the topic of revenue
sharing which allows more than one jurisdiction to help serve a
facility.
The Finance Committee concurs with this concept and recommends
that the City prepares the letter of availability.

Letter of Availability
Dear Mayor Horton,
Economic diversity for our community is of the utmost
importance and each elected official should work together towards
this goal. Cooperation between the cities and Kitsap County is
essential if we are to secure a prosperous future.
The City of Bremerton is complimented on its efforts in
regards to the Shepko Business Park. The City of Port Orchard will
assist in this endeavor where it can.
The City of Port Orchard maintains its sanitary sewer
collection system and is willing to connect the new business park
to that system. Two possible routes are the McCormick Woods force
main and the Bay Street force main. Until more detailed information
on the size and type of development is available, no specific
decisions can be made at this time. However, the City understands
the importance of working together to bring forth a stronger
economy.
The City of Port Orchard looks forward to cooperating with
Bremerton in this endeavor.
