Minutes of March 29, 1996
The meeting was convened at 7:30 am at the Pot Belly Deli. City Council members Morrison,
Powers, and Van Zee were present as was City Planner Gross. (Council member Geiger was
not in attendance.) The Committee considered three sign applications for the public right of
way.
The first application was a request for reconsideration of the signs for the Order of the Eastern
Star. These signs were denied in June 1995. Councilmember Morrison gave some history
regarding the "Welcome" sign on Tremont. Specifically, each service club donated $500
towards the sign. The Chamber of Commerce provided the sign itself. The sign was informally
dedicated to the City. The City maintains the grounds around the sign as well.
Discussion centered on the idea of establishing a policy of charging an annual fee for
maintenance of the sign for the service clubs listed on the sign. A fee of $25 was suggested.
There was also discussion about the clubs keeping the dates and locations listed on the signs
current as well as painted.
Discussion then focused on the fact that due to improvements on Tremont there is increased
speed as cars pass the sign and no appropriate place to pull over and read the sign. Ultimately
the suggestion was made that the dates and locations should be removed from the sign (for
safety), and a new panel should be added beneath the Chamber's logo stating "For Additional
Information Contact the Chamber of Commerce". This would allow for enough room to add
a second row of emblem signs for additional service organizations including the Order of the
Eastern Star. The annual fee would provide for the City maintaining the overall sign structure
as well as the landscaping. Each club must maintain their logo or emblem.
The concluding recommendation is to: 1. Write a letter to each service organization listed
on the Welcome sign letting them know that the City is considering establishing an annual
maintenance fee of $25 as well as possibly removing the dates and locations information and
replace them with a "see Chamber" panel. 2. Give each service club 45 days to respond
and then proceed with City Council action. 3. Let the Order of the Eastern Star know that
we are trying to establish a new policy which would allow an emblem of theirs on the
"Welcome" sign on Tremont.
The Committee then reviewed the proposed directory sign for Tremont Village. (In previous
action, the City Council approved a 23 foot monument sign, but the applicant withdrew the
application due to neighborhood concerns.) The proposed sign is about 12.5 feet tall and 12 feet
wide. Discussion focused on appropriate height for the site given its Tremont Street frontage,
and the proposal was compared with the size of a billboard. This effect was felt to be
unflattering to the site.
There was additional discussion that the existing trash enclosure near the emergency entrance
provides a perfect opportunity for a professional -looking internally lit Urgent Care sign.
Ultimately, the majority of the Committee recommended that while the total square footage of
the proposed sign is appropriate, the height is not. The Committee recommends that the
height of the sign be limited to b feet; the total proposed square footage is acceptable.
Additionally, if the M&M Market and Texaco are to be located on the directory, then their
price sign which was approved in the right of way must be relocated to private property,
otherwise they may use only one panel of the directory sign.
The Committee then considered a request from John L. Scott Real Estate to locate four signs
in the public right of way. (One sign not considered was in the County.) These signs are for
Eaglecrest and the Highlands and Ross Creek subdivision. Each sign measures 6 feet high and
4 feet across. The signs would be up for approximately 2 years. The Committee voiced the
Council's long-standing policy of not allowing these sorts of signs. Real estate agencies may
place temporary sandwich boards in the right of way advertising open houses as long as they are
put out in the morning and removed each evening. The Committed recommends denial of all
4 requested real estate signs for Eaglecrest and the Highlands at Ross Creek.
There being no further business, the Committee adjourned at 9:50 am.

Dear Sir,
We are writing you for assistance in gaining approval to erect signs at street entrances to Port Orchard, that will
identify our Fraternal Order's location in the community, and the time and dates for our meetings. The Fraternal
Order concerned is "Port Orchard Chapter No. 44, Order of the Eastern Star." By way of the organization's
background, we are a concordant body of the Masonic Lodge, requiring either a direct membership or other
specific relationship in the Masonic Order as a prequisite for membership. Port Orchard Chapter Nov 44 was
first organized in 1896, and will have its 100th birthday this year. Its purposes are of a fraternal and community
support nature, having as its major philanthropies, the financial support of such things as research of medical
treatments for illness related to cancer, heart and arthritis, as well as educational scholarship programs
available to the public. The membership of our local chapter is essentially representative of Port Orchard and
its adjacent community. We meet in the Masonic Lodge building at 1026 Sidney Avenue, at 7:30 PM on the
second and fourth Thursday of each month except for July and August.
The signs we would like to erect are of circular aluminum, approximately 24 inches in diameter, with an
anodized logo (a five pointed star) in color, and with a separate metallic finger sign immediately below to
identify the location, time and dates of our meetings. We feel these signs are important, not only for the
information of visitors to this area, but also for newer residents who may be members, or alternatively be
seeking membership into our Order. We will comply with any specifications required for the erection of such
signs, e.g. as pertains to height, distance from traveled roads, using treated wood posts set in concrete, etc.,
that may be covered by ordinances of the City of Port Orchard, as well as provide the materials, labor and/or
costs associated therewith.
If there is any other information necessary to support this request, we will provide it in a prompt and timely
manner upon being informed of what may be required. Any such inquiries should be directed to the Worthy

For the plat of Eaglecrest and the Highlands at Ross Creel:. 'We are seeking approval to
locate signs in the following locations.

2. The NTE corner of the freeway ramp at Tremont and Highway 16

Enclosed you will find a map of these locations and the approximate location of signs. Also with

be up for approxunately 18 months to 2 years with a proposed installation (late of May 01, 1996
