Council members present: Clauson, Wyatt, Morrison, Geiger, Rider, and Cramer. Councilwoman Powers excused. Staff present: City Engineer Curies, City Attorney Amann, Police Chief Townsend, Deputy Clerk Merlino, and City Clerk Parks. City Clerk Parks led the audience and Council in the Pledge of Allegiance. Mayor Weatherill asked for audience comments for items not listed on this agenda. In conclusion Queen Robinette invited the Council and audience to attend the 2002 Kitsap County Fair. -------· ·---~-·-----------~----------------- Mayor Weatherill introduced a recommendation presented by the Port Orchard Lodging Tax Advisory Committee requesting Council to approve a $3,000 allocation from Hotel/Motel Revenue Special Projects monies to Fathoms 0' Fun, Inc. to help fund the advertising and promotion of the 2002 festival. On motion by Councilman Clauson, seconded by Councilman Morrison, Council accepted the Lodging Tax Advisory Committee's recommendation and authorized an allocation of $3,000 from the Hotel/Motel Revenue Special Projects Account to help fund the advertising and promotion of the 2002 Fathoms 0' Fun festival. On motion by Councilman Clauson, seconded by Councilman Morrison, Council concurred with the recommendation presented by the City Attorney and Karcher Creek Sewer District Attorney and authorized the City Engineer to reject all the bids for the Membrane Bioreactor System received on May 9, 2002 and -further aothorized-the re;:advertisementotthe·Membrane-Bioreactor~system~--·---·-------·-·~ ---·· On motion by Councilman Geiger, seconded by Councilman Clauson, Council approved the consent agenda items as follows: a. b. c. d. e. Minutes of the June 24, 2002 regular City Council meeting, as distributed and corrected. Approval of Claim Warrants Numbers 37340-37444 in the amount of $151,139.56 and June 2002 Payroll Warrants Numbers 136451-136537 and direct deposits in the amount of $290,487.64. Resolution No. 1984 approving the issuance of a Conditional Use Permit to the First Lutheran Church for property located at 2486 Mitchell Avenue. Ordinance No. 1864 amending Chapter 15.08 of the POMC adopting the 2000 Uniform Plumbing Code. Ordinance No. 1865 amending Chapter 15.44 of the POMC adopting the 2000 Washington State Energy Code and the Washington State Ventilation and Indoor Air Quality Code. July 8, 2002 Page 2 of2 City Clerk Park announced the State Department of Financial Management has released updated population counts for June 2002-May 2003. Port Orchard's population has increased to 7,900. City Engineer Curies reported on the 2002 Street Stripping request for proposals. The City Engineer noted the budgeted amount for this project was $18,000 of which about $2,000 has already been spent for traffic buttons. Jorgenson for the cleaning and seal coating of Waterfront Parking Lots 2 and 4 in the amount of $12,465.00. On motion by Councilman Morrison, seconded by Councilman Wyatt, Council authorized the City Engineer to include seal coating the portion of the Port of Bremerton's Marina Parking Lot next to their Waterfront Park, contingent upon the Port of Bremerton reimbursing the City. On motion by Councilman Geiger, seconded by Councilman Wyatt, Council authorized the City Engineer to proceed with the purchase of the Mitchell Point Reserve Property, and to further utilize funds from the Sale of the Port Orchard Municipal Court Building -736 Prospect Street (Cumulative Reserve for Municipal Facilities Fund) to purchase the property.
