Council of the City of Port Orchard, Washington, called to Special Session by Mayor Weatherill at 7:30 P.M.
Councilmembers present: Clauson, Wyatt, Morrison, Geiger, Rider, and Cramer. Staff Present: City Treasurer
Tompkins, City Engineer Curies, Police Chief Townsend, and City Clerk Parks.
Councilman Clauson led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill welcomed those present and stated the purpose of this Special Session is to hold a Public
Hearing to discuss and receive input on the City of Port Orchard's proposed 2003 Budget.
Mayor Weatherill requested the City Treasurer Kris Tompkins review the proposed 2003 budget.
Ms. Tompkins reviewed proposed 2003 budget highlighting revisions implemented at the November 25, 2002
Budget Study Session.
Councilman Geiger, Chair of the Finance Committee, concurred with the City Treasurer on the proposed budget
and changes noted at the November 25, 2002 Budget Study Session. He stated the City has achieved a
balanced budget this year, which may be harder to do next year. He recommended Council accept the proposed
budget as presented.
Mayor Weatherill called for public input on proposed budget allocations, as no response was received, Mayor
Weatherill closed the public input portion of the Public Hearing and referred the proposed 2003 budget to the City
Council for discussion.
Upon motion by Councilman Geiger, seconded by Councilman Morrison, Council approved distribution of funds as
listed and directed the City Treasurer to prepare a draft ordinance to adopt the 2003 budget based upon the
expenditure and revenue changes that were discussed at the November 25, 2002 Budget Study Session. The
draft ordinance will be presented to Council at the regular meeting December 9, 2002 for consideration.
Mayor Weatherill thanked staff and the Finance Committee for their diligent work and doing a fine job in preparing
this budget. He also stated he looks forward to using this budget during the coming year to make sure our City
progresses as well as it can, with funds available and will constantly be looking to add better services and
hopefully, possibility reduce costs in some areas.
Mayor Weatherill adjourned Special Public Hearing session at 7:37 PM.
