Council of the City of Port Orchard, Washington, called to regular session by Mayor Leslie J. Weatherill at
7:30 P.M. at City Hall Council Chambers, 216 Prospect Street. Council members present: Clauson,
Wyatt, Morrison, Geiger, Powers, Van Zee, and Stansbery. Staff present: Police Chief Townsend, Deputy
Clerk Merlino, City Planner Wen man, City Engineer Curies, City Attorney Combs, and City Clerk Parks.
Councilman Wyatt led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Gary Campbell, 319 Sidney Avenue, expressed a concern with the proposal to allow gambling within city
limits.
Juliet Albertson, 716 Prospect Street-also spoke in opposition to allow gambling within the city.
City Attorney Combs, stated the land use issue regarding a mini-casino, is currently under reviewed by
the Planning Commission and is considered a quasi-judicial matter, therefore the Mayor and Council are
not allowed to take any public testimony on that matter, until it is presented to the City Council for their
consideration. However the Mayor and Council can listen to concerns regarding generic gambling issues.
The Mayor confirmed any comments presented tonight would be considered as generic gambling issues.
Dick Hayes, Kitsap Transit, discussed Proposition 1; the proposed ballot issue, which would provide a

not asking for the city's support or endorsement on this ballot issue. Mr. Hayes commented on the
enhancements to bus service, the park n' ride facilities, transfer center in Port Orchard, the Access
System and Smart Card program, that will be funded by the sales tax levy, if approved by the voters.
Deb Howard, Project Leadership Kitsap, invited the Mayor and Council to the Study Circles on Education,
a community-wide event, April 26, 2001 to discuss ways to improve South Kitsap Schools.
Deb Howard also invited the Mayor and Council to the South Kitsap Garden Tour-Gifts of the Garden -
June 23-24, 2001 which will help fund scholarships for disadvantaged students.
Deb Howard representing Project Leadership Kitsap asked for the city's support in placing a 20" x 20"
porcelain tile plaque in the waterfront area, in recognition of the Mosquito Fleet. Plaques will be placed
throughout Kitsap County and Bainbridge Island along the Mosquito Fleet's route.
Mayor Weatherill placed this matter into the Public Property Committee to review a proposed location of
the plaque and also instructed the Finance Committee review the possibility of funding this project.
Chuck Jeu, South Kitsap Parks Board Commissioner, discussed the proposed recreation center at the
South Kitsap Park located at Jackson and Lund Avenue. Mr. Jeu discussed in detail the history of the
park. Mr. Jeu also presented a conceptual design of the 90,000 square foot proposed complex and
advised user fees will maintain this complex. In conclusion, Mr. Jeu stated service groups throughout
Kitsap County are being asked to help pay the election costs to place this proposed recreation center on
the November ballot.

City Engineer Curies reported on the bid opening held April12, 2001 regarding the Public Works Facility
Interior. The following three bids were received with the required bid bonds and addendum
acknowledged.

On motion by Councilwoman Powers, seconded by Councilman Morrison, Council accepted the bidding
and awarded the Public Works Facility interior contract to the lowest bidder, Granquist Construction Co.,
in the amount of $181,235.00.
At 8:50 PM Mayor called for a 10 minute recess with meeting reconvening at 9:07 PM.

surplus to the needs of the city and authorize Chief Townsend to dispose of the bicycles in

City Engineer Curies reported on the 2001 Street Stripping request for proposals. Two companies
responded to the proposal as follows:

On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized the City
Engineer to contract with Apply-A-Line for the yearly street stripping project in the amount of $12,968.00.
Councilwoman Powers moved to reconsider motion authorizing the Mayor to sign Joint Resolution with
Kitsap County, Port of Bremerton, and the City of Bremerton, regarding South Kitsap Industrial Area
Planning Process, for further discussion, seconded by Councilman Clauson and carried.

After discussion, Councilman Morrison, presented motion, which was seconded by Councilman Clauson to
authorize the Mayor to sign Joint Resolution with Kitsap County, Port of Bremerton, and the City of
Bremerton, regarding South Kitsap Industrial Area Planning Process.
On motion by Councilman Geiger, seconded by Councilwoman Powers, Council authorized city staff and
City Attorney to review and prepare amendments to update the City of Port Orchard's towing ordinance.
City Attorney Loren Combs advised on behalf of the law firm McGavick Graves, the law firm will donate the
funds necessary to install the plaque on the city's waterfront in recognition of the Mosquito Fleet. The
Mayor and Council thanked Mr. Combs for the law firm's donation.
At 9:55 PM Mayor Weatherill adjourned the meeting.
