Council of the City of Port Orchard, Washington, called to regular session by Mayor Weatherill at 7:30 P.M. at
City Hall, 216 Prospect Street. Council members present: Clauson, Morrison, Wyatt, Geiger, Powers, and
Stansbery. Council members VanZee excused. Staff present: Police Chief Townsend, City Engineer Curies,
City Planner Wenman, Deputy Clerk Merlino, and City Clerk Parks.
Councilman Powers led the audience and Council in the Pledge of Allegiance.
Mayor Weatherill asked for audience comments for items not listed on this agenda.
Rita Dilenno, 1003 Hull Avenue, Port Orchard Planning Commission member, invited City Council to attend a
meeting hosted by the Planning Commission entitled "Short Course In Planning" that is presented by the State
Office of Community Development. The purpose of the meeting is to educate planning commission members,
and other interested parties about the role of a planning commissioner, and the laws that govern land use
planning. Ms. Dilen no advised the Mayor and County that Kitsap County representatives, as well as other local
jurisdictions have also been invited to attend this meeting here at City Hall on September 19, 2001.
Mayor Weatherill introduced Beverly J. Cheney, Superintendent of the South Kitsap School District to the City
Council and welcomed her to Port Orchard and South Kitsap. Ms. Cheney thanked the Mayor and City Council
for the invitation to attend this Council meeting and advised she has an open door policy and expressed her
commitment for ongoing communication between the district and the city.
Grant Griffin and Tim Thompson, representing the Visitor and Convention Bureau, presented a six month
update on the marketing campaign for the year 2001 and what the VSB has accomplished year to date. Mr.
Griffin and Mr. Thompson thanked the Mayor and Council for giving them this opportunity to speak to the city
and present their update.
Mayor Weatherill referred proposed Ordinance No. 1824 regarding noise regulations to the City Attorney for
further study and review.
Mayor Weatherill referred proposed Ordinance No. 1827 regarding signs in public right of ways and political
signs to the Street/Alley Committee for further review and study.
On motion by Councilman Geiger, seconded by Councilman Wyatt, Council approved a 4% cost of living
adjustment (COLA) to base wage rates for non-represented positions, effective October 1, 2001.
On motion by Councilman Geiger, seconded by Councilman Morrison, Council adopted Resolution No. 1947
approving and agreeing to sponsor Kitsap Regional Library for membership in the Association of Washington
Cities Health and Benefit Trust Program.
On motion by Councilwoman Powers, seconded by Councilman Geiger, Council approved the consent agenda
items as follows:
a. Minutes of the August 27, 2001 regular Council meeting.
b. Approval of Claim Warrants Numbers 35643-35747 in the amount of $161,901.07 and
August 2001 Payroll Warrants Numbers 135550-135681 and direct deposits in the amount
of $375,442.93.
c. Ordinance No. 1826 vacating a portion of an unnamed alley within Block 5 of Tom Cline's
Addition to Sidney between South Street and Central Street, as submitted by Jerry R. Connell,
Bert T. Connell and Kathleen A. Masterson.

d. Lodging Tax Advisory Board recommendation to re-allocate the unspent portion ($3,883.18} of
the $6,000 approved for the Festival of Chimes and Lights from the year 2000 Hotel/Motel
Revenue -Special Projects account, which was not carried forwarded in the year 2001
budget. This allocation is to allow purchase of holiday lights and/or decorations to be used
during the annual festival.
On motion by Councilman Morrison, seconded by Councilman Wyatt, Council authorized the city to negotiate
with the Shea Group for the design and construction administration of the Bay Street/Frederick Avenue
Intersection Improvements Projects.
On motion by Councilman Morrison, seconded by Councilwoman Powers, Council granted permission to the
Vista Motel to place a directional sign at the intersection of Tremont Street and Port Orchard Boulevard, subject
to the conditions of the other approved signs at this location.
On motion by Councilman Morrison, seconded by Councilman Wyatt, Council approved Application for Public
Event, submitted by the Port Orchard Chamber of Commerce, allowing the Mosquito Fleet Maritime Festival on
September 15, 2001 located at the City of Port Orchard/Kiwanis Park in the vicinity of Sidney Parkway and
Frederick Street.
On motion by Councilman Clauson, seconded by Councilman Wyatt, Council excused Councilman Morrison
from the September 24, 2001 and October 8, 2001 City Council meetings.
On motion by Councilman Clauson, seconded by Councilwoman Powers, Council authorized RH2 Engineering
to prepare a supplemental report addressing additional issues regarding the expansion of the Sewer Treatment
Plant, not to exceed $30,318, as requested by the Department of Ecology.
City Planner Wenman requested meal reimbursement authorization for non-city employees. The City of Port
Orchard is hosting the September 19, 2001 "Short Course On Planning" meeting here at city hall. City Planner
Wenman is asking permission to be reimbursed for the meal costs for the three visiting guest speakers.
On motion by Councilman Clauson, seconded by Councilman Stansbery, Council authorized the meal
reimbursement for the three guest speakers relating to the September 19, 2001 "Short Course On Planning"
meeting here at city hall.
On motion by Councilman Morrison, seconded by Councilwoman Powers, Council authorized an extension of
the Real Estate Purchasing Agreement with the Kitsap County Housing Authority to October 31, 2001 for
property located at 900 Mitchell Avenue.
On motion by Councilman Morrison, seconded by Councilman Stansbery, Council authorized Mayor Weatherill
to sign the necessary papers with COM, implementing the replacement of Well No. 8.
On motion by Councilman Clauson, seconded by Councilman Morrison, Council authorized contracting for the
clean up of approximately 100 cubic yards of contaminated soil located at 514 Bay Street.
Councilman Morrison moved to amend contract for the Sidewalk Replacement Project with Admiral C. Ross
and authorized the Mayor to sign Change Order #3 in the amount of $11,993 for additional sidewalk
replacement, seconded by Councilman Wyatt and carried.
At 8:40 PM Mayor Weatherill adjourned the meeting.
